June 15, 2009 (Regular Meeting) <br />The Board of Commissioners <br />session in the Commissioners' <br />Governmental Center in Concord, <br />6:30 p.m. <br />Page 1436 <br />for the County of Cabarrus met in regular <br />Meeting Room at the Cabarrus County <br />North Carolina on Monday, June 15, 2009, at <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Boy Scout Troop 5 of Cold Springs Methodist Church in Concord conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Lathan <br />Sowell, Sherwood Wilkes, Phillip Sechler and Blake Simpson. <br />Pastor Willie Rash from Centerview Baptist Church in Kannapolis <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the minutes of May 9, 2009 <br />(Agenda Work Session), May 5, 2009 (EDC Stakeholder Luncheon), May 18, 2009 <br />(Regular Meeting), May 19, 2009 (Recessed - Budget Meeting), May 20, 2009 <br />(Recessed - Budget Meeting), May 21, 2009 (Recessed - Budget Meeting) and May <br />22, 2009 (Recessed - Camp T. N. Spencer Pool Opening) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Addition: New Business Item G-10 (Resolution Requesting the State of <br />North Carolina Pursue TIGER Discretionary Grant Funding with O.S. DOT for the <br />Replacement of the Yadkin River Bridge and Associated Widening of I-85). <br />Supplemental Information: Consent Item F-1 (Final Contract with YCH <br />Architects for New Cabarrus County Government Office Building and Site <br />Design) and Consent Item F-S (Contract with CMC-NE for the Cabarrus County <br />Employee Health Center). <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Agenda as amended. <br />Deborah Bost, County Extension Director, recognized Becky Lewis on her <br />graduation from North Carolina State Oniversit y's Pathways Leadership <br />Development Program and commended her on receiving the Personal Achievement <br />Award. She stated there were thirty-seven graduates of the program in 2009 <br />and Becky was one of four chosen for an achievement award for her ability to <br />utilize teachings from the program in her everyday life. <br />Human Resources - <br />Williams on His Retirement <br />Debbie Brannan, ITS Director, recognized Mark A. Williams on his <br />retirement from Cabarrus County as a System Administrator and presented a <br />plaque to him for his ten years of service to Cabarrus County and its <br />citizens. <br />(C-3) Waste Reduction - 2009 Bill Evans and Carol Bond Memorial Award <br />Kevin Grant, Cabarrus County Sustainability Manager, announced the <br />Carolina Recycling Association has awarded the Cabarrus County Household <br />Hazardous Waste Program with the 2009 Bill Evans and Carol Bond Memorial <br />(C) RECOGNITIONS AND PRESENTATIONS <br />
