(F) CONSENT AGENDA Commissioner Poole requested the following item be removed from the Consent Agenda for discussion: Item F-1 (County Manager - Architectural Contract - YCH Architects - New Cabarrus County Government Office Building and Site Design). UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole, and unanimously carried, the Board approved the Consent Agenda as amended. (F-1) County Manager - Architectural Contract - YCH Archi teota - New Cabarrus County Government Office Building and Site Design Note: This item was removed from the Consent Agenda and placed on New Business for discussion. See Item G-11. (F-2) Emeraenev Management - Odell Volunteer Fire and Rescue. Inc. Financing for New Station Ode11 Volunteer Fire and Rescue, Inc. will finance an amount of up to $2,000,000.00 with BB&T for the construction of a new fire station. The United States Revenue Code requires that for such financing to be carried out on a tax-exempt basis, the Cabarrus County Board of Commissioners must approve the financing by adopting the following resolution. Ode 11 Volunteer Fire Department and Rescue, Inc. held a public hearing on the financing, as required by the Code on April 21, 2009. UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and unanimously carried, the Board adopted the following resolution: Resolution No. 2009-13 Cabarrus County Board Resolution Resolution Approving the Financing by Odell Volunteer Fire & Rescue, Incorporated of up to $2,000,000 for the Fire Station Project WHEREAS; Odell Volunteer Fire & Rescue, Incorporated has determined to finance an amount of up to $2,000,000 for the Fire Station. The United States Internal Revenue Code requires that for such financing to be carried out on a tax- exempt basis, this Board must first approve the financing. The VFD has held a public hearing on the financing after published notice as required by the Code. The VFD has reported the proceedings of the hearing to this Board. BE IT THEREFORE RESOLVED by the Board of Commissioners of Cabarrus County, North Carolina, as follows: 1. The County approves the VFD's entering into the financing, as required under the Code for the financing to be carried out on a tax-exempt basis. The VFD's conduct of the required public hearing is approved. I hereby certify that the foregoing resolution was duly adopted at a meeting of the Cabarrus County Board of Commissioners duly called and held on June 15, 2009, and that a quorum was present and acting throughout such meeting. Such resolution remains in full effect as of today. Dated this 15 day of June, 2009.
