June 15, 2009 (Regular Meeting) <br />Page 1461 <br />The MOTION carried with Chairman White, Vice Chairman Mynatt, and <br />Commissioners Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-6) Commerce - Harrisburg Area Land Use Plan Update Contract <br />Susie Morris, Planning and Zoning Manager, presented an update for the <br />Harrisburg Area Land Use Plan. She addressed the following information: the <br />plan contains different components; education and sustainability sections are <br />included; computer modeling is included and this contract is more extensive <br />than the Central Area Land Use Plan (CALUP) contract; the plan is anticipated <br />to begin in July and take approximately one year to finalize; LandDesign <br />representatives are present and available for questions; and the Board should <br />have received a letter from the Mayor of Harrisburg supporting the project. <br />Ms. Morris responded to questions from the Board. The following issues <br />were addressed: Harrisburg will be paying for a percentage of the project; <br />the upcoming municipal elections and what affect that will have on the plan; <br />etc. <br />Commissioner Poole pointed out a section of the Agreement with <br />LandDesign that specifies the consultant will meet with the school board to <br />discuss practices to incorporate schools in the area. She noted the <br />importance of this part of the process. <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt and <br />unanimously carried, the Board approved the contract between Cabarrus County <br />and LandDesign, Inc. for the Harrisburg Area Land Use Plan update not to <br />exceed $155,000.00, subject to review and revision by the County Attorney and <br />adoption of the FY 09-10 budget. By the same vote, the Board authorized the <br />County Manager to execute the agreement on behalf of Cabarrus County. <br />(G-7) Commerce - Reservation of Capacity for the Alexander Estates <br />3ubdiviaion <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding a Reservation of Capacity for the Alexander Estates <br />Subdivision: <br />The Huntley Group, LLC., (10931 Williams Road, Charlotte, NC <br />28227) is requesting a reservation of capacity for the Alexander <br />Estates residential subdivision project, which consists of 19 <br />single family units on +/- 54.35 acres located north of the <br />intersection of Lower Rocky River Road and Morrison Road in <br />unincorporated Cabarrus County. <br />School Capacity Review <br />The Alexander Estates residential subdivision project is expected <br />to produce approximately 6 elementary students, 3 middle school <br />students and 2 high schools students for a total of 11 students. <br />The schools impacted by the project are Bethel Elementary School, <br />C.C. Griffin Middle School and Hickory Ridge High School. <br />The county's capital improvements plan (CI P) includes the <br />following proposed improvements that would create additional <br />capacity for the schools impacted by the project: <br />Number of Additional Seats listed in CTP <br />Year School 2009 2010 2011 2012 2013 2019 <br />Elementary Bethel 195 200 <br />Middle C.C Griffin 900 <br />Hiqh Hickory Ridge 350 <br />Seat Distribution Summary - (Based on July 2008 Capital <br />Improvements Plan) <br />Elementary - A new elementary school is scheduled for 2009 on <br />Miami Church Road to replace the existing A.T. Allen Elementary <br />School. When this new school opens, 95 students will be <br />transferred from Bethel Elementary School to the new elementary <br />school due to redistricting. Also, a new elementary school is <br />scheduled for 2009 adjacent to C.C. Griffin Middle School. When <br />this new school opens, 100 students will be transferred from <br />Bethel Elementary School to the new elementary school due to <br />
