June 15, 2009 (Regular Meeting) <br />Page 1463 <br />In response to a question from Chairman White, Ms. Morris reported that <br />the presented capacity numbers are based on student enrollment as of March 6, <br />2009. <br />Commissioner Poole MOVED to approve the Reservation of Capacity <br />Certificate for the Alexander Estates Subdivision and authorize the Cabarrus <br />County Commerce Director to execute the Certificate on behalf of Cabarrus <br />County. Commissioner Carruth seconded the motion. <br />Commissioner Privette voiced his intent to vote against the motion, <br />citing school overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioner Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-8) Commerce - Reservation of Capacity for the Villages at 3kybrook Phase <br />3 <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding the Reservation of Capacity for the Villages at <br />Skybrook Phase 3: <br />The Huntley Group, LLC., (10931 Williams Road, Charlotte, NC <br />28227) is requesting a reservation of capacity for the Alexander <br />Estates residential subdivision project, which consists of 19 <br />single family units on +/- 54.35 acres located north of the <br />intersection of Lower Rocky River Road and Morrison Road in <br />unincorporated Cabarrus County. <br />School Capacity Review <br />The Alexander Estates residential subdivision project is expected <br />to produce approximately 6 elementary students, 3 middle school <br />students and 2 high schools students for a total of 11 students. <br />The schools impacted by the project are Bethel Elementary School, <br />C.C. Griffin Middle School and Hickory Ridge High School. <br />The county's capital improvements plan (CI P) includes the <br />following proposed improvements that would create additional <br />capacity for the schools impacted by the project: <br />Number of Additional Seats listed in CIP <br />Year School 2009 2010 2011 2012 2013 2014 <br />Elementary Bethel 200 200 <br />Middle C.C. Griffin 900 <br />High Hickory Ridge 350 <br />Seat Distribution Summary - (Based on July 2008 Capital <br />Improvements Plan) <br />Elementary - A new elementary school is scheduled for 2009 on <br />Miami Church Road to replace the existing A.T. Allen Elementary <br />School. When this new school opens, 100 students will be <br />transferred from Bethel Elementary School to the new elementary <br />school due to redistricting. Also, a new elementary school is <br />scheduled for 2009 adjacent to C.C. Griffin Middle School. When <br />this new school opens, 100 students will be transferred from <br />Bethel Elementary School to the new elementary school due to <br />redistricting. Another new elementary school is scheduled for <br />2013 south of Harrisburg. When this new school opens, 200 <br />students will be transferred from Bethel Elementary School to the <br />new elementary school due to redistricting. <br />Middle - A new middle school is scheduled for 2009 adjacent to <br />Hickory Ridge High School. When this new middle school opens, 900 <br />students will be transferred from C.C. Griffin Middle School to <br />the new middle school due to redistricting. <br />High -A new high school is scheduled for 2013 in the west/central <br />area. When this new high school opens, 350 students will be <br />transferred from Hickory Ridge High School to the new high school <br />due to redistricting. <br />The following table indicates available and planned school <br />capacity, based on the standards for review established in <br />Chapter 15 of the Cabarrus County Zoning Ordinance. <br />
