Griffin <br />Middle -1036 -1039 -96 -99 -96 -49 <br />School <br />Hickory <br />Ridge High 92 90 92 90 968 466 <br />School <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist for <br />this single family project at the elementary and middle schools. <br />(Note that according to Section 15-11, Number 4, of the APFO, <br />"...future available capacity must be "...equal to or greater than <br />the projected enrollment that will be produced by the proposed <br />development for all school types," not just one or two.) <br />Is the project subject to Chapter 15, Adequate Public Facilities? <br />Yes. <br />Board of Commissioner Action Options: <br />Consider approval of the Reservation of Capacity with the <br />conditions outlined below: <br />1. The project is subject to a phasing schedule. <br />In calendar year 2009, no more than 3 residential lots <br />platted; <br />In calendar year 2010, no more than 5 residential lots <br />platted; <br />In calendar year 2011, no more than 5 residential lots <br />platted; <br />In calendar year 2012, no more than 5 residential lots <br />platted; <br />In calendar year 2013, no more than 1 residential lot <br />platted. <br />2. Mitigation of the pro-rata share of the cost of the planned <br />capacity, which equals $8,617.00 per single family residential <br />subdivision lot, payable prior to final platting. <br />Commissioner Carruth MOVED to approve a Reservation of Capacity <br />Certificate for the Villages at Skybrook Phase 3 and to authorize the <br />Cabarrus County Commerce Director to execute the Certificate on behalf of <br />Cabarrus County. Chairman White seconded the motion. <br />Commissioner Privette voiced his intent to vote against the motion, <br />citing school overcrowding. <br />Commissioner Carruth reported the City of Concord has jurisdiction and <br />responsibility to approve or not approve the construction of this project; <br />the County is accepting voluntary mitigation payments from the developer to <br />help relieve the tax burden; and phasing schedules are used to deter school <br />overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioner Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-9) HOC - Resolution Relating to the Completion of I-85 in Cabarrus County <br />Commissioner Carruth presented information regarding a resolution <br />relating to the completion of I-85 in Cabarrus County. The following issues <br />were addressed: an article in the Charlotte Observer mentioned the <br />Mecklenburg Union Metropolitan Plan Organization have discussed the <br />
