June 15, 2009 (Regular Meeting) Page 1465 <br />possibility of asking the North Carolina Department of Transportation to <br />divert funds from the widening of I-85 to pay for the completion of I-485; <br />the cities of Concord and Kannapolis have already passed resolutions opposed <br />to the funds being diverted away from the I-85 project; etc. <br />A brief discussion ensued. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-16 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION <br />IN SUPPORT OF PRESERVATION OF FUNDING FOR I-85 WIDENING IN CABARRUS COUNTY <br />WHEREAS, I-85 serves as a critical transportation corridor, not only <br />for North Carolina, but the Southeast; and <br />WHEREAS, the widening of I-85 through North Carolina's urban areas has <br />been a main priority for the North Carolina Department of Transportation <br />(NCDOT) and the Cabarrus/Rowan Metropolitan Planning Organization for <br />decades; and <br />WHEREAS, the longest remaining section of I-85 yet to be widened <br />through urbanized areas is the section in Cabarrus County, creating a <br />bottleneck that leads to severe congestion and dangerous conditions for <br />travelers; and <br />WHEREAS, NCDOT is doing the required planning and engineering, and has <br />programmed the funding to start construction on the widening of I-85 in 2011; <br />and <br />WHEREAS, NCDOT has now indicated for the last section of I-485 to be <br />constructed, there must be a trade off of funds from another project and some <br />in the region have mentioned shifting money from the I-85 project for this <br />purpose; and <br />WHEREAS, the citizens of Cabarrus County have anticipated the I-85 <br />widening project to begin for many years while observing NCDOT completion of <br />I-85 projects to the north and south; and <br />WHEREAS, sound NCDOT policy must target funds to ensure the adequacy of <br />existing facilities instead of shifting dollars for new construction. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners supports the construction of the last leg of I-85 and strongly <br />opposes the transfer of any funds that will result in further delay of the <br />next phase of the widening of I-85 in Cabarrus County. <br />Adopted this the 15t" day of June, 2009. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />and Aa <br />John Day, County Manager, presented a request for a resolution <br />requesting the State of North Carolina pursue TIGER Discretionary Grant <br />Funding with the US DOT for the replacement of the Yadkin River bridge and <br />associated widening of I-85. <br />Commissioner Privette MOVED to adopt the resolution. Commissioner <br />Poole seconded the motion. <br />In response to a question from the Board, Mr. Day stated there is no <br />funding appropriated at the State level for this project. <br />The MOTION unanimously carried.
