June 15, 2009 (Regular Meeting) Page 1466 <br />FOR REPLACEMENT OF THE YADKIN RIVER BRIDGE <br />The following resolution was offered by Commissioner Privette and seconded by <br />Commissioner Poole and upon being put to a vote was duly adopted. <br />WHEREAS, the Cabarrus-Rowan MPO has identified the Yadkin River Bridge and I- <br />85 widening (I-2309) as a critical north/south link to the rest of the state <br />and region; and <br />WHEREAS, I-85 is a federal interstate highway that serves as a major economic <br />corridor extending from Montgomery, Alabama to Petersburg, Virginia; and <br />WHEREAS, I-85 Yadkin River Bridges constructed in 1955 will reach the end of <br />its "expected life" by 2010 and has become a safety risk for approximately <br />385,000 weekly travelers; and <br />WHEREAS, many serious accidents have recently occurred on or in close <br />proximity to the Yadkin River Bridge, causing traffic delays, increased costs <br />to local emergency responders, and loss of economic productivity in the <br />corridor; and <br />WHEREAS, the Safe Accountable Flexible Efficient Transportation Equity Act: <br />Legacy Users (SAFETEA-LO) promotes the development of projects that promote <br />safe movements of people and goods; and <br />WHEREAS, Governor Beverly Perdue has identified this project as a statewide <br />infrastructure priority for receiving discretionary stimulus funding from the <br />Federal government. <br />NOW, THEREFORE, BE IT RESOLVED: <br />That the County of Cabarrus hereby requests that the State of North Carolina <br />pursue TIGER Discretionary Grant funding with US DOT for the replacement of <br />the Yadkin River Bridge and associated widening of I-85. <br />I, H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />(G-11) County Manager - Architectural Contract - YCH Architects - New <br />Cabarrus County Government Office Building and Site Design <br />Note: This item was removed from the Consent Agenda for discussion at <br />the request of Commissioner Poole. <br />Mike Downs, Deputy County Manager, presented the following information <br />regarding the architectural contract between Cabarrus County and YCH <br />Architects for the new Cabarrus County Government Office Building and Site <br />Design: changes correcting language in the contract have been made; the fee <br />for YCH Architects is 8.75 percent of the total cost of the building; and the <br />ultimate fee will be based on the Guaranteed Maximum Price (GMP). <br />Mr. Downs responded to questions from the Board. The following issues <br />were addressed: the fee has not and will not change but will fluctuate based <br />on the GMP total cost. He also detailed how the cost of the project was <br />determined. <br />Commissioner Poole commented that the fee is on the high end and she <br />would expect the future buildings on the property to be considered clones and <br />have a lower fee. <br />At the request of Chairman White, Bill Hughes, YCH Architects, <br />addressed the following information regarding the fee for YCH: fees are <br />determined based on the size, scope, and complexity of a project; percentages <br />of fees are relatively larger for a small project and smaller for a large <br />project; fees for projects such as the First Charter Center and CTC; etc. <br />UPON MOTION of Commissioner Carrut h, seconded by Vice Chairman Mynatt <br />with Chairman White, Vice Chairman Mynatt, and Commissioner Carruth voting <br />for and Commissioners Poole and Privette voting against. <br />
