June 15, 2009 (Regular Meeting) Page 1439 <br />(F-6) Finance - Kannapolis City Schools Public School Building and Lottery <br />Fund Applications <br />Two applications will be submitted to the North Carolina Department of <br />Public Instruction on behalf of KannapolisCity Schools for the Addition of a <br />classroom wing to A. L. Brown High School and renovation of an existing <br />Vocational building. A $500,619.27 application will be submitted for the use <br />of ADM (Corporate Tax) funds and a $225,829.62 application will be submitted <br />for the use of Lottery funds. This represents the total unallocated funds in <br />the Kannapolis City Schools ADM and Lottery. The ADM and Lottery funds will <br />be used to reduce the amount of Certificates of Participation that will be <br />sold in June 2009 for the construction of the A. L. Brown High school wing <br />addition and renovation of the vocational building. The applications were <br />approved by the Kannapolis City Schools Chair on May 26, 2009. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Kannapolis City Schools ADM and <br />Lottery Applications and authorized the Cabarrus County Board of <br />Commissioners' Chair to execute the applications. <br />(F-7) Finance - Piggyback Bid Awarded by State of South Carolina - Staples <br />Business Advantage - Inside Delivery of Office Supplies for all County <br />Departments <br />Information was recently received relating to the State of South <br />Carolina contract awarded to Staples Business Advantage for Inside Delivery <br />of Office Supplies. Upon researching and comparing our current office supply <br />costs with the S.C. contract, it has been determined there is a potential for <br />approximately 13 percent cost savings in the upcoming fiscal year for <br />Cabarrus County office supply purchases. <br />This piggyback request is pursuant to N.C.G.S. 143-129 which allows the <br />County to waive bidding for contracts previously bid by another government <br />unit. A11 policies and procedures have been followed. <br />The Notice, "Awarding a Contract to Staples Business Advantage For <br />Inside Delivery of Office Supplies by Piggybacking a Bid Awarded Previously <br />By State of South Carolina" was published on the County's website on May 26, <br />2009. <br />UPON MOTION o£ Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the aforementioned Piggyback bid <br />award and authorized the County Manager to execute the contract between <br />Cabarrus County and Staples Business Advantage, subject to revision by the <br />County Attorney. <br />(F-S) Riak Management - Approval of Contract with CMC-NE for the Cabarrus <br />County Employee Health Center <br />The Employee Health Center contract will provide a part-time physician <br />and part-time nurse practitioner for Cabarrus County's employees/retirees, <br />spouses and dependents on the County's insurance plan. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the contract between Cabarrus County <br />and The Charlotte-Mecklenburg Hospital Authority D/B/A Carolinas Medical <br />Center - Northeat and authorized the County Manager to execute the contract <br />on behalf of Cabarrus County, subject to review or revisions by the County <br />Attorney. <br />(F-9) Sheriff's Department - Award Service Weapon to Retirin S t. John D. <br />Wilson <br />Sergeant John David Wilson will retire from the Cabarrus County <br />Sheriff's Department on June 30, 2009. It is requested that Officer Wilson's <br />service weapon, a Sig Sauer, 40 Caliber, Model P266, Serial No. 0689322, be <br />declared surplus and awarded to him for the price of $1.00, upon his <br />retirement from the Sheriff's Department, pursuant to N.C.G.S. 20-187.2 <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board declared surplus and authorized the award of <br />the service weapon (Sig Auer, 40 Caliber, Model P266, Serial No. 0669322) for <br />the price of $1.00 to Sergeant John David Wilson upon his retirement from the <br />Sheriff's Department,pursuant to N.C.G.S. 20-187.2. <br />
