June I5, 2009 (Regular Meeting) <br />Solid Waste - <br />Amendment No. <br />Page 1440 <br />Camp Dresser and McKee, Inc. (CMD) is the County's landfill engineering <br />firm and has handled all closures, post closures and expansions of the <br />landfill to this point. Description of work includes project management <br />during closure construction, resident project representation and quality <br />assurance. Estimated contract cost will be $259,549.00 and includes all <br />state mandated permit fees. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved Amendment No. 38 to the contract <br />between Cabarrus County and Camp, Dresser & McKee, Inc. and authorized the <br />County Manager to execute this contract and any further contracts related to <br />the closure on behalf of Cabarrus County, subject to review or revisions by <br />the County Attorney. <br />>olid Waste - D: <br />and <br />Data <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board moved to expand the Cabarrus County C&D <br />Landfill (Phase II) with possible closure to occur in the June 2014-2015 <br />timeframe. <br />(E-12) Solid Waste - Resolution to Adopt the 3-Year Update to the Solid <br />Waste Management Plan <br />N.C General Statutes require that Cabarrus County is required to <br />develop a Ten Year Solid Waste Management Plan (SWMP) and update the plan <br />every three years. This current update of the SWMP covers the <br />accomplishments that Cabarrus County has made with regards to solid waste <br />reduction goals over the past three years and sets parameters for the future. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-19 <br />RESOLUTION ACCEPTING AND ENDORSING THE SOLID WASTE <br />MANAGEMENT PLAN OF 2009 FOR CABARRUS COUNTY <br />WHEREAS, it is a priority of this community to protect human health and the <br />environment through safe and effective management of municipal solid waste; <br />WHEREAS, the reduction of the amount and toxicity of the local waste stream <br />is a goal of this community; <br />WHEREAS, equitable and efficient delivery of solid waste management services <br />is an essential characteristic of the local solid waste management system; <br />WHEREAS, it is a goal of the community to maintain and improve its physical <br />appearance and to reduce the adverse effects of illegal disposal and <br />littering; <br />WHEREAS, Cabarrus County recognizes its role in the encouragement of <br />recycling markets by purchasing recycled products; <br />WHEREAS, involvement and education of the citizenry is critical to the <br />establishment of an effective local solid waste program; <br />WHEREAS, the State of North Carolina has placed planning responsibility on <br />local government for the management of solid waste; <br />WHEREAS, NC General Statute 130A-309.09A(b) requires each unit of local <br />government, either individually or in cooperation with other units of local <br />government, to update the Ten Year Comprehensive Solid Waste Management Plan <br />at least every three years; <br />
