July 6, 2009 (Work Session) Page 1481 <br />but if there were another type of instrument and an agreement was entered <br />into, then it might be considered toward the overall debt obligation; etc. <br />Mr. Day stated more information would be available at the July 20tH <br />regular meeting. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole <br />with Chairman White, Vice Chairman Mynatt and Commissioner Carruth and Poole <br />voting for and Commissioner Privette voting against, the Board voted to place <br />Cabarrus Health Alliance - Update on Status of the Proposed New Building for <br />the Cabarrus Health Alliance (CHA) and the Dnavailability of TIE Bond <br />Financing on the July 20, 2009 Agenda as a New Business item. <br />Additional Agenda Items <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the following list of additional <br />items to be placed on the July 20, 2009 Regular Agenda: <br />Recognitions and Presentations <br />• Human Resources - Recognition of Captain Teresa A. Small and Sergeant <br />John D. Wilson on Their Retirements from Cabarrus County <br />• Human Resources - Recognition of Olivia Bost and Patricia Fuller on <br />Their Retirements from Cabarrus County <br />Appointments <br />• Appointments - Cabarrus County Tourism Authority <br />• Appointments - Cabarrus Planning and Zoning Commission <br />• Appointments - Juvenile Crime Prevention Council <br />• Appointments - Library Board of Trustees <br />• Appointments - Region F Aging Advisory Committee <br />• Appointments - Transportation Advisory Board <br />Reports <br />• Request for Applications to County Boards/Committees <br />Closed Session <br />• Closed Session - NCGS 143-318.11(a)(6) <br />Clarification - Centralina Council of Governments (COG) Membership <br />Commissioner Poole requested clarification regarding the Centralina <br />Council of Governments (COG) Membership and contingency. <br />Pam Dubois, Deputy County Manager, stated the budget revision would be <br />on the July 20t" Agenda. <br />Discussion - Connect-ED and ADM Allocations <br />Commissioner Poole stated during budget discussions, she had asked <br />about funding for two Cabarrus County Schools items, specifically the <br />Connect-ED system ($113,000.00) and ADM allocations ($144,000.00 - <br />$9,000/each school). She said the Board agreed to revisit these requests <br />after the budget was approved; and, if it chose, the Board could fund those <br />two projects out of contingency and specify their use. <br />A lengthy discussion ensued related to funding/expenses of various CCS <br />projects (past and present) and numerous questions were raised. Mr. Day <br />suggested questions be sent to him, he will get those answered from the <br />school system and they can be addressed in the near future. <br />Commissioner Poole stressed the importance of the funding. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place Additional Capital Outlay <br />Funding for Connect-ED System and ADM Allocations per School for Cabarrus <br />County Schools - $257,000.00 on the July 20, 2009 Agenda as a New Business <br />item. <br />NCACC Annual Conference - Hickory, NC <br />There was a brief discussion on the upcoming NCACC conference to be <br />held in Hickory, NC. No action was taken. <br />
