UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole with Chairman White, Vice Chairman Mynatt and Commissioner Carruth and Poole voting for and Commissioner Privette voting against, the Board voted to place Cabarrus Health Alliance - Update on Status of the Proposed New Building for the Cabarrus Health Alliance (CHA) and the Dnavailability of TIE Bond Financing on the July 20, 2009 Agenda as a New Business item. Additional Agenda Items UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and unanimously carried, the Board approved the following list of additional items to be placed on the July 20, 2009 Regular Agenda: Recognitions and Presentations • Human Resources - Recognition of Captain Teresa A. Small and Sergeant John D. Wilson on Their Retirements from Cabarrus County • Human Resources - Recognition of Olivia Bost and Patricia Fuller on Their Retirements from Cabarrus County Appointments • Appointments - Cabarrus County Tourism Authority • Appointments - Cabarrus Planning and Zoning Commission • Appointments - Juvenile Crime Prevention Council • Appointments - Library Board of Trustees • Appointments - Region F Aging Advisory Committee • Appointments - Transportation Advisory Board Reports • Request for Applications to County Boards/Committees Closed Session • Closed Session - NCGS 143-318.11(a)(6) Clarification - Centralina Council of Governments (COG) Membership Commissioner Poole requested clarification regarding the Centralina Council of Governments (COG) Membership and contingency. Pam Dubois, Deputy County Manager, stated the budget revision would be on the July 20t" Agenda. Discussion - Connect-ED and ADM Allocations Commissioner Poole stated during budget discussions, she had asked about funding for two Cabarrus County Schools items, specifically the Connect-ED system ($113,000.00) and ADM allocations ($144,000.00 - $9,000/each school). She said the Board agreed to revisit these requests after the budget was approved; and, if it chose, the Board could fund those two projects out of contingency and specify their use. A lengthy discussion ensued related to funding/expenses of various CCS projects (past and present) and numerous questions were raised. Mr. Day suggested questions be sent to him, he will get those answered from the school system and they can be addressed in the near future. Commissioner Poole stressed the importance of the funding. UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth and unanimously carried, the Board voted to place Additional Capital Outlay Funding for Connect-ED System and ADM Allocations per School for Cabarrus County Schools - $257,000.00 on the July 20, 2009 Agenda as a New Business item. NCACC Annual Conference - Hickory, NC There was a brief discussion on the upcoming NCACC conference to be held in Hickory, NC. No action was taken.
