Dickson as Consultant for the Development of the <br />Midland Park Project and Related Contract - $207,674.00 <br />Londa Strong, Parks Director, presented information related to a <br />request to approve W. K. Dickson as consultant for the development of the <br />Midland Park Project. She addressed the following issues: a Request for <br />Proposals (RFP) for the development of a master plan for the park was posted <br />on the County's website on March 29, 2009 and sent to a number of firms; 22 <br />responses were received by the County; a selection team, consisting of County <br />staff and a Park Commission member, reviewed the submittals; the committee <br />interviewed five firms and selected W. K. Dickson. She stated Tim Louder, of <br />W. K. Dickson, is present to answer questions. <br />In response to a question from Vice Chairman Mynatt, Ms. Strong <br />explained that several grants may be available for park development. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board voted to place Approval of W.K. Dickson as <br />Consultant for the Development of the Midland Park Project and Related <br />Contract - $207,679.00 on the July 20, 2009 Agenda as a New Business item. <br />Transportation - Rural Operating Assistance Program (ROAP) Funding and Public <br />Hearing - 6:30 P.M. <br />Randy Bass, Transportation Director, presented information related to a <br />request for Rural Operating Assistance Program (ROAD) Funding. He stated a <br />public hearing is required. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the Rural Operating Assistance <br />Program (ROAP) funding on the July 20, 2009 Agenda as a New Business item. <br />By the same vote, the Board scheduled a public hearing for 6:30 p.m. <br />Commissioner Carruth announced that Mr. Bass is the current president <br />of the North Carolina Public Transit Association. <br />Closed Session <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into Closed Session to discuss <br />threatened or pending litigation (Goodman/Blake vs. Cabarrus County) pursuant <br />to NCGS 193-318,11(a)(3). Sheriff Brad Riley and Chief Deputy Paul Hunt were <br />invited into the Closed Session. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to come out of Closed Session. <br />The meeting reconvened at 6:46 p.m. <br />BOC - Centralina Council of Governments (COG) Membershi <br />John Day, County Manager, provided the following information regarding <br />the County's membership in the Centralina Council of Governments (COG): <br />discussions have taken place regarding COG membership fees and benefits of <br />services; staff asked the COG to prepare a list of services and cost <br />associated with those services; North Carolina General Statute states members <br />of COGS may choose to suspend membership with the COG, but must give at least <br />60 days notice before the end of the fiscal year; bylaws of the Centralina <br />COG require six months notice to end membership; the Concord City Council has <br />voted to give notice to the COG that they are withdrawing membership in July <br />2010; etc. <br />Chairman White explained that at a meeting with himself, the County <br />Manager, Commissioner Poole, and representatives from the Centralina COG, the <br />representatives expressed the need for the County to remain a member of the <br />COG in order to stay regionally connected. He stated the following: the <br />difference in services the County receives and what the County pays totals <br />approximately $18,000.00 to $20,000.00; the COG has offered to work over the <br />next 12 months to refocus on the COG's effectiveness in this area; the COG <br />will be forming a Blue Ribbon Committee to address further issues; etc. <br />In response to a question from Commissioner Privette, John Day, County <br />Manager, explained that the City of Concord has had similar issues with the <br />COG, noting the value of services provided by the COG.
