July 20, 2009 (Regular Meeting) <br />The Board of Commissioners <br />session in the Commissioners' <br />Governmental Center in Concord, <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Page 1483 <br />for the County of Cabarrus met in regular <br />Meeting Room at the Cabarrus County <br />North Carolina on Monday, July 20, 2009, at <br />H. Jay White, Sr. <br />Grace Mynatt <br />Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the <br />Board and Lyndsay Hayes, Deputy Clerk to the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Girl Scout Brownie Troop 232 of Harrisburg United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Trinity Calloway, Haven Davis, Alana Jordan and Allie Bowen. <br />Reverend Alexander Porter from Bethpage Presbyterian Church in <br />Kannapolis delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of May 28, 2009 <br />(Recessed Meeting - Board of Commissioners/Planning and Zoning Hearings), <br />June 1, 2009 (Agenda Work Session), June 15, 2009 (Regular Meeting), and June <br />29, 2009 (Recessed Meeting - McEachern Greenway). <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Supplemental Information: Appointments Item H-2 (Cabarrus Planning and <br />Zoning Commission - Application from Desiree Lackey). <br />Commissioner Privette requested the following item be moved from the <br />Consent Agenda to New Business for discussion: Item F-2 (Aging - LunchPlus <br />Club Nutrition Program - Award of Bid and Contract Approval for Catering <br />Services). Item F-2 was moved to New Business (Item G-13) for discussion. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />- Recoonition of <br />Sheriff Brad Riley recognized Sergeant John D. Wilson with the Cabarrus <br />County Sheriff's Department regarding his retirement from the Department and <br />presented him with a plaque. Sheriff Riley described Sgt. Wilson's <br />experience in law enforcement and expressed great appreciation for his <br />services to the County. <br />Sheriff Riley also recognized Captain Teresa A. Small with the Cabarrus <br />County Sheriff's Department regarding her retirement from the Department and <br />presented her with a plaque. Sheriff Riley described Capt. Small's <br />accomplishments with the Cabarrus County Sheriff's Department, noting that <br />she was the first female law enforcement officer in Cabarrus County, as well <br />as the Concord and Kannapolis Police Departments. He expressed gratitude to <br />her for her services to the County. <br />from <br />and Patricia <br />Ben Rose, Department of Social Services (DSS) Director, acknowledged <br />Patricia Fuller's retirement from the Department of Social Services. He <br />highlighted her accomplishments during her tenure as an Income Maintenance <br />Caseworker, expressed appreciation for her services, and accepted a plaque on <br />her behalf. (Note: Ms. Fuller was not present due to illness.) <br />
