July 20, 2009 (Regular Meeting) <br />Page 1507 <br />2. The funds will be suballocated to the local Department of Social Services, <br />Work Force Development Program or the community transportation system for <br />employment transportation. <br />3. The funds will be transferred to the Elderly and Disabled Transportation <br />Assistance Program or the Rural General Public Program after an assessment <br />of employment transportation needs in the service area indicates that <br />employment transportation needs are substantially being met. This <br />assessment will occur prior to any transfer of funds and following <br />submission of a statement to that effect from the County Manager to the <br />Public Transportation Division. <br />O Rural General Public Program <br />1. The funds will be limited to use by the community transportation system. <br />2. The funds will not be used to provide human service agency trips. <br />3. The funds will be used to provide transportation to residents in the non- <br />urbanized area of the county. <br />OSupplemental Elderly and Disabled Transportation Assistance Program <br />1. The funds will be used according to the eligibility criteria and <br />restrictions provided in the EDTAP Guidelines. <br />2. The funds will be used to initiate new or expanded services or continue a <br />service that began operating after July 1, 2006 with Supplemental EDTAP <br />funds as the funding source. <br />O Supplemental Employment Transportation Assistance Program <br />1. The funds will be used according to the eligibility criteria and <br />restrictions provided in the EMPL Guidelines. <br />2. The funds will be used to initiate new or expanded services or continue a <br />service that began operating after July 1, 2006 with Supplemental EMPL <br />funds as the funding source. <br />Supplemental Rural General Public Program <br />1. The funds will be used according to the eligibility criteria and <br />restrictions provided in the RGP Guidelines. <br />2. Day <br />Signature, Board of County Signature, County Manager/ Administrator <br />Commissioners Chairperson <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth, <br />and unanimously carried, the Board voted to table this item until August 17, <br />2009, with discussion to be held at the August 3, 2009 agenda work session. <br />(G-7) Commerce - Appeal of Request for Extension of Rocky Glen Preliminary <br />Plat Approval (Randall T. Scribner) <br />Richard Koch, County Attorney, stated that the developer of the Rocky <br />Glen project, Mr. Randall Scribner, has asked that this item, as well as item <br />G-8, be tabled. <br />Mr. Scribner explained to the Board that he has a meeting with the Town <br />of Midland, as well as the City of Monroe, scheduled for the following <br />Wednesday, and requested the agenda items regarding the Rocky Glen <br />subdivision be tabled until after that meeting. <br />Chairman White reported since the agenda work session on July 6, 2009, <br />Dr. Barry Shepherd with Cabarrus County Schools has asked that this item be <br />delayed for further discussion, to include a discussion about technology. <br />
