July 20, 2009 (Regular Meeting) Page 1508 <br />In response to a question from Chairman White, Susie Morris, Planning <br />and Zoning Manager, explained the Board's ultimate decision regarding the <br />appeals will be retroactive to the date the application expired. <br />Mr. Koch explained the ability for the Board to resolve these matters <br />is contingent upon Mr. Scribner reaching a resolution with Midland and <br />Monroe. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to table the appeal of request for <br />the extension of Rocky Glen Preliminary Plat approval until August 17, 2009. <br />(G-S) Commerce - Appeal of Request for Vested Rights (Randall T. Scribner) <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to table the appeal of request for <br />vested rights until August 17, 2009. <br />(G-9) Parka - Approval of W. K. Dickson as Consultant for the Development of <br />the Midland Park Project and Related Contract - $207,674.00 <br />Londa Strong, Parks Director, presented information related to a <br />request to approve W. K. Dickson as consultant for the development of the <br />Midland Park Project. She reported the following: the Midland Park consists <br />of 190 acres at the intersection of Wallace Road and Highway 601 South in <br />Midland; an Request for Qualifications (RFQ) was sent out in March 2009 <br />(posted on the County's website on March 24, 2009) and 22 submittals were <br />received; a selection team consisting of County staff and a Park Commission <br />member narrowed the submittals and interviewed five (5) firms; the selection <br />team chose W. K. Dickson as the consultant, with Tim Lowder serving as the <br />project manager; W. K. Dickson has secured over $23 million in grants over <br />the last five (5) years and planned and developed over 100 parks in the last <br />ten years; W. K. Dickson has several "Leadership in Energy and Environmental <br />Design" (LEED) certified professional on staff; etc. She also reported the <br />contract is for $207,679.00 and includes research and analysis, master <br />planning, community meetings, funding assistance for grants, and preliminary <br />design. She stated that Tim Lowder with W. K. Dickson is present to answer <br />questions if needed. <br />In response to a question from Chairman White, Ms. Strong reported that <br />three (3) public meetings are planned as part of this process, in addition to <br />working with the Town of Midland. She also stated a steering committee has <br />been formed consisting of town citizens as well as the Bethel Athletic <br />Association. She stated in the past, mass mail-outs have been sent to <br />residents in the area to advertise and encourage participation in the public <br />meeting process. <br />Vice Chairman Mynatt suggested that advertisements be sent to people in <br />other parts of the County, not just the Midland area. <br />Chairman White suggested that signs be posted at the County parks <br />advertising any public meetings. <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board approved the selection of W. K. Dickson as <br />the consultant for the development of the Midland Park project and related <br />contract. By the same vote, the Board authorized the County Manager to <br />execute the contract on behalf of Cabarrus County, subject to review and/or <br />revisions by the County Attorney. <br />(G-10) Cabarrus County Courtroom Renovations - Approve Sid Award and <br />Contract for Ike's Construction <br />Sherri Barnhardt, Purchasing Agent/Contract Administrator, presented <br />information related to the approval of a bid award and contract for Ike's <br />Construction. She reported the following: plans were drawn for the Cabarrus <br />County courtroom renovations for the area that previously housed the County's <br />Magistrate offices; bids for renovations were solicited in May 2009; four <br />responses were received; the bid is to be awarded to Ike's Construction in <br />the amount of $277,990.00.
