Mr. Koch explained the ability for the Board to resolve these matters is contingent upon Mr. Scribner reaching a resolution with Midland and Monroe. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt, and unanimously carried, the Board voted to table the appeal of request for the extension of Rocky Glen Preliminary Plat approval until August 17, 2009. (G-S) Commerce - Appeal of Request for Vested Rights (Randall T. Scribner) UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt, and unanimously carried, the Board voted to table the appeal of request for vested rights until August 17, 2009. (G-9) Parka - Approval of W. K. Dickson as Consultant for the Development of the Midland Park Project and Related Contract - $207,674.00 Londa Strong, Parks Director, presented information related to a request to approve W. K. Dickson as consultant for the development of the Midland Park Project. She reported the following: the Midland Park consists of 190 acres at the intersection of Wallace Road and Highway 601 South in Midland; an Request for Qualifications (RFQ) was sent out in March 2009 (posted on the County's website on March 24, 2009) and 22 submittals were received; a selection team consisting of County staff and a Park Commission member narrowed the submittals and interviewed five (5) firms; the selection team chose W. K. Dickson as the consultant, with Tim Lowder serving as the project manager; W. K. Dickson has secured over $23 million in grants over the last five (5) years and planned and developed over 100 parks in the last ten years; W. K. Dickson has several "Leadership in Energy and Environmental Design" (LEED) certified professional on staff; etc. She also reported the contract is for $207,679.00 and includes research and analysis, master planning, community meetings, funding assistance for grants, and preliminary design. She stated that Tim Lowder with W. K. Dickson is present to answer questions if needed. In response to a question from Chairman White, Ms. Strong reported that three (3) public meetings are planned as part of this process, in addition to working with the Town of Midland. She also stated a steering committee has been formed consisting of town citizens as well as the Bethel Athletic Association. She stated in the past, mass mail-outs have been sent to residents in the area to advertise and encourage participation in the public meeting process. Vice Chairman Mynatt suggested that advertisements be sent to people in other parts of the County, not just the Midland area. Chairman White suggested that signs be posted at the County parks advertising any public meetings. UPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt, and unanimously carried, the Board approved the selection of W. K. Dickson as the consultant for the development of the Midland Park project and related contract. By the same vote, the Board authorized the County Manager to execute the contract on behalf of Cabarrus County, subject to review and/or revisions by the County Attorney. (G-10) Cabarrus County Courtroom Renovations - Approve Sid Award and Contract for Ike's Construction Sherri Barnhardt, Purchasing Agent/Contract Administrator, presented information related to the approval of a bid award and contract for Ike's Construction. She reported the following: plans were drawn for the Cabarrus County courtroom renovations for the area that previously housed the County's Magistrate offices; bids for renovations were solicited in May 2009; four responses were received; the bid is to be awarded to Ike's Construction in the amount of $277,990.00. The Courthouse Renovation RFB and Prebid Meeting Notice was posted on the County website on April 30, 2009.
