August 3, 2009 (Work Session) Page 1520
Midland, Mount Pleasant, and Harrisburg; Concord Mills and the City of
Concord were identified as employment centers; and on June 16, 2009, the
application was approved for $121,835.00, which requires the County to
provide a 50 percent match of $121,835.00, for a total grant of $293,670.00.
Because the grant must be returned within 30 days, Mr. Bass asked the Board
to take action on this item today.
In response to a question from Chairman White, Mr. Bass explained this
funding will allow the County to hire additional staff to man this service
and that additional equipment has already been provided by the State. He
also described the routes to be taken by the new service as follows: the
first route uses Midland as the hub, and travels to Concord Mills and back
through Harrisburg; the second route goes to Mount Pleasant into Concord, and
interfaces with the Concord/Kannapolis rider service; and twice daily, an
express bus service will be provided coming from Midland to Concord.
Responding to a question from Commissioner Poole, Kalesha Kennedy,
Budget Officer, reported the matching funds are in the Department's budget
for auto maintenance, which will be reallocated to the appropriate line
items. Mr. Bass explained money from the Federal Stimulus Package will
replace these reallocated funds.
UPON MOTION of Commissioner Privette, seconded by Commissioner Poole,
and unanimously carried, the Board voted to suspend its rules of procedure to
take action on this item to meet grant application deadlines.
UPON MOTION of Commissioner Poole, seconded by Commissioner Privette,
and unanimously carried, the Board voted to adopt the resolution and
agreement between the North Carolina Department of Transportation and
Cabarrus County (CFDA Number 20.516, Project Number 09-JA-005) and authorize
the County Manager to execute the agreement on behalf of Cabarrus County,
subject to review by the County Attorney.
The resolution is as follows:
Resolution No. 2009-19
RESOLUTION
AUTHORIZING CABARRUS COUNTY
TO ENTER INTO AN AGREEMENT WITH
THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION
A motion was made by Commissioner Elizabeth F. Poole and seconded by
Commissioner Coy C. Privette for adoption of the following resolution and
upon being put to a vote was duly adopted.
WHEREAS, Cabarrus County has requested the North Carolina Department of
Transportation to assist in the funding of Job Access and Reverse Commute
(JARC) Program. The purpose of this program is to provide a means of
transportation to county residents that have employment and need help to get
to their jobs. It also provides transportation to residents who are looking
for employment. As a collateral benefit, residents will be able to use the
service for trips to shopping centers, and the local hospital; and
WHEREAS, Cabarrus County will provide 50 percent of the cost of the above
described project;
NOW THEREFORE, BE IT RESOLVED that the County Manager (John Day) is hereby
authorized to enter into a contract with the Department of Transportation and
execute all agreements and contracts with the North Carolina Department of
Transportation, Public Transportation Division.
UPON MOTION of Commissioner Poole, seconded by Commissioner Privette,
and unanimously carried, the Board approved the charge of $1.00 fare per trip
and adopted the following budget amendment:
Date:B/3/2009 Amount: 5293, 670
Dept. Head: Randy Bass Department:Transportation
^ Internal Transfer Within Department ^ Transfer Between Departments/Funds ~ Supplemental Request
Purpose: Funding notification of the Job Access and Reverse Commute Program Grant (JARC) for
salary/benefits of (3) FT and (2) PT Drivers and operational costs. This project will provide
public transit service to the Eastern parts of Cabarrus County including the Towns of Mount
Pleasant, Midland, and Harrisburg.
