August 3, 2009 (Work Session) Page 1520 <br />Midland, Mount Pleasant, and Harrisburg; Concord Mills and the City of <br />Concord were identified as employment centers; and on June 16, 2009, the <br />application was approved for $121,835.00, which requires the County to <br />provide a 50 percent match of $121,835.00, for a total grant of $293,670.00. <br />Because the grant must be returned within 30 days, Mr. Bass asked the Board <br />to take action on this item today. <br />In response to a question from Chairman White, Mr. Bass explained this <br />funding will allow the County to hire additional staff to man this service <br />and that additional equipment has already been provided by the State. He <br />also described the routes to be taken by the new service as follows: the <br />first route uses Midland as the hub, and travels to Concord Mills and back <br />through Harrisburg; the second route goes to Mount Pleasant into Concord, and <br />interfaces with the Concord/Kannapolis rider service; and twice daily, an <br />express bus service will be provided coming from Midland to Concord. <br />Responding to a question from Commissioner Poole, Kalesha Kennedy, <br />Budget Officer, reported the matching funds are in the Department's budget <br />for auto maintenance, which will be reallocated to the appropriate line <br />items. Mr. Bass explained money from the Federal Stimulus Package will <br />replace these reallocated funds. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole, <br />and unanimously carried, the Board voted to suspend its rules of procedure to <br />take action on this item to meet grant application deadlines. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Privette, <br />and unanimously carried, the Board voted to adopt the resolution and <br />agreement between the North Carolina Department of Transportation and <br />Cabarrus County (CFDA Number 20.516, Project Number 09-JA-005) and authorize <br />the County Manager to execute the agreement on behalf of Cabarrus County, <br />subject to review by the County Attorney. <br />The resolution is as follows: <br />Resolution No. 2009-19 <br />RESOLUTION <br />AUTHORIZING CABARRUS COUNTY <br />TO ENTER INTO AN AGREEMENT WITH <br />THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION <br />A motion was made by Commissioner Elizabeth F. Poole and seconded by <br />Commissioner Coy C. Privette for adoption of the following resolution and <br />upon being put to a vote was duly adopted. <br />WHEREAS, Cabarrus County has requested the North Carolina Department of <br />Transportation to assist in the funding of Job Access and Reverse Commute <br />(JARC) Program. The purpose of this program is to provide a means of <br />transportation to county residents that have employment and need help to get <br />to their jobs. It also provides transportation to residents who are looking <br />for employment. As a collateral benefit, residents will be able to use the <br />service for trips to shopping centers, and the local hospital; and <br />WHEREAS, Cabarrus County will provide 50 percent of the cost of the above <br />described project; <br />NOW THEREFORE, BE IT RESOLVED that the County Manager (John Day) is hereby <br />authorized to enter into a contract with the Department of Transportation and <br />execute all agreements and contracts with the North Carolina Department of <br />Transportation, Public Transportation Division. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Privette, <br />and unanimously carried, the Board approved the charge of $1.00 fare per trip <br />and adopted the following budget amendment: <br />Date:B/3/2009 Amount: 5293, 670 <br />Dept.
