<br />Commerce - Consent Agreement for The Mills at Rocky River Subdivision Project
<br />Susie Morris, Planning and Zoning Manager, presented the following
<br />information regarding a Consent Agreement for The Mills at Rocky River
<br />Subdivision Project:
<br />The Mills at Rocky River project was approved by the Concord
<br />Planning and Zoning Board on December 15, 2005. The subdivision
<br />was then revised on October 17, 2006. The project consists of 853
<br />single family lots and 397 multi-family units on +/- 531 acres
<br />located on Rocky River Road. The specifics of the agreement are
<br />as follows:
<br />• Developer - Rocky River Project, LLC, 301 South College
<br />Street, 16th Floor, MC 0166, Charlotte, NC 28202.
<br />• Payment of $9,039 per single-family lot will be at Final
<br />Platting and payment of $1, 331 per multi-family unit will be
<br />due prior to Building Permitting.
<br />• One-time, lump sum payment of $68,578 for 17 single-family
<br />lots approved by the City of Concord and recorded on August
<br />23, 2007.
<br />• Build out schedule would be no more than 100 lots platted in
<br />2010, no more than 10 lots platted in 2011, no more than 150
<br />lots platted in 2012, no more than 150 lots platted in 2013,
<br />no more than 213 lots platted in 2019, no more than 213 lots
<br />in 2015, no more than 213 lots platted in 2016.
<br />The APED worksheet filled out by Mr. Robert Kluttz with Cabarrus
<br />County Schools indicates that schools impacted by The Mills at
<br />Rocky River Subdivision are currently functioning at the
<br />following capacities:
<br />Rocky River Elementary School - 112.11$
<br />C.C. Griffin Middle School - 129.118
<br />Central Cabarrus High School - 63.31
<br />Note: The percentages are based on the enrollment figures from
<br />June 10, 2009.
<br />Including previously approved subdivisions, these schools will be
<br />functioning at the following capacity upon completion of The
<br />Mi11s at Rocky River Subdivision project:
<br />Rocky River Elementary School - 216.03$
<br />C.C. Griffin Middle School - 199.40
<br />Hickory Ridge High School - 106.978
<br />In the Capital Improvement Plan, Patriot's Elementary School is
<br />listed for FY 2009 funding to relieve Rocky River, Bethel, and
<br />Harrisburg elementary schools. Hickory Ridge Middle School is
<br />also listed for FY 2009 funding to relieve C.C. Griffin Middle
<br />School. The Cabarrus County 2010 budget includes issuing debt for
<br />these two projects.
