September 8, 2009 (Work Session) Page 1551 <br />5 Year Net <br />Revenue $17,010.00 <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board voted to place the Economic Development <br />Grant Request for The Creamery Concord, LLC on the September 21, 2009 agenda <br />as an 01d Business item. <br />Commerce - Appeal of Request for Extension of Rocky Glen Preliminary Plat <br />Approval (Randall T. Scribner) <br />Commerce - Appeal of Request for Vested Rights (Randall T. Scribner) and <br />Public Hearing - 6:30 P.M. <br />Chairman White announced that prior to the meeting, Randall Scribner, <br />the developer, requested theses items be tabled until the October 5, 2009 <br />work session. <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt and <br />unanimously carried, the Board voted to place the Appeal of Request for <br />Extension of Rocky Glen Preliminary Plat Approval and the Appeal of Request <br />for Vested Rights on the October 5, 2009 work session agenda. <br />Commerce - Consent Agreement for The Mills at Rocky River Subdivision Project <br />(Tabled to September 21) <br />Richard Koch, County Attorney, reported he received an email from the <br />developer's attorney stating the bank is leaning toward tabling their motion <br />for the time being. He suggested this item stay on the September agenda. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the Consent Agreement for The <br />Mills at Rocky River Subdivision Project on the September 21, 2009 agenda as <br />an Old Business item. <br />Commerce - TEXT2009-00008 - Proposed Text Amendment to Amend Chapter 5 and <br />Appendix B of the Cabarrua County Zoning Ordinance (Tabled to September 21) <br />John Day, County Manager, requested the text amendment be tabled until <br />the October 5, 2009 work session because it is not complete. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to table TEXT2009-00008 - Proposed Text <br />Amendment to Amend Chapter 5 and Appendix B of the Cabarrus County Zoning <br />Ordinance until the October 5, 2009 work session. <br />County Manager - Discussion of the Courthouse Project (Renovations, Exoanaion <br />or Replacement) - (Continuation from August Work session) <br />Chairman White reviewed the following three (3) alternatives provided <br />to the Board: 1) renovate space in the current facility, which would <br />relocate some of the employees to the 5th Floor o£ the Sheriff's <br />Administration Building and renovate the lobby area in front of the <br />courthouse at an approximate cost of $2.7 million; 2) to expand the <br />courthouse which would entail destruction of the old jail and Sheriff's <br />Department and putting a 225,000 square foot, shelled building on that site <br />with an approximate cost of $93.8 million; 3) to totally replace the <br />courthouse facility which would entail demolishing the current jail facility <br />and Sheriff's Department and building the new facility for 225,000 square <br />feet, plus a parking deck underneath the facility at a cost of approximately <br />$51.6 million. He stated the Board has not been willing to commit to <br />alternative 2 or 3 at this time and asked if the Board is willing to discuss <br />the first alternative. <br />A discussion ensued and the following issues were addressed: <br />documentation showing which departments and staff would be affected by the <br />options is needed; more discussion is needed regarding movement of staff and <br />offices in the courthouse; input is needed from the Sheriff's Department <br />regarding pros and cons of the options; tabling discussion until next year's <br />Capital Improvement Plan (CIP) process; completion of the jail housing unit; <br />parking issues; current courthouse renovations should be completed before the <br />end of 2009; discussion in February or March of 2010 regarding the <br />functionality of the current courthouse renovations; etc. <br />Pam Dubois, Deputy County Manager, reported it is the County's practice <br />to close a construction fund within six (6) months of moving into a facility. <br />
