<br />John Day, County Manager, announced that an agenda item will be
<br />prepared for next month's meeting to close the construction fund.
<br />UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth and
<br />unanimously carried, the Board voted to table the discussion on the
<br />Courthouse project (renovations, expansion or replacement) until next year's
<br />CIP budgetary process begins.
<br />Acing - Aooroval of Title V (ARRA) Grant Funds, Associated Budget Amendment,
<br />Title V SCSEP Program ($82,973.00)
<br />Mike Murphy, Director of Aging Services, presented a request for
<br />approval of Title V (ARRA) Grant Funds, associated budget amendments,
<br />contract and the addition of eight (8) temporary part-time positions for the
<br />Title V SCSEP Program for $82,973.00. He addressed the following: these
<br />funds are made available through the Recovery Act Funds; to receive
<br />$74,676.00 in Federal funds will require an $8,297.00 county match to fund
<br />eight (8) new positions through the Title V Employment Program; the current
<br />Title V Program lost funding which resulted in a reduction of three (3)
<br />positions; overall, it is a net gain of five (5) part-time, temporary
<br />positions; etc.
<br />Mr. Murphy responded to questions from the Board. The following issues
<br />were addressed: the three (3) positions being lost are 20-hour positions;
<br />funding for the eight (8) positions is a 1-year contract; matching funds are
<br />10 percent of the gross total; the matching $8,297.00 will come from
<br />contingency funds; the positions are posted publically and a network is
<br />established for recruiting for the positions; etc.
<br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole and
<br />unanimously carried, the Board voted to place approval of Title V (ARRA)
<br />Grant Funds, associated budget amendments, contract and the addition of eight
<br />(8) temporary part-time positions for the Title V SCSEP Program for
<br />$82,973.00 on the September 21, 2009 Agenda as a Consent item.
<br />Arena - Cabarrus Arena and Events Center Earns 3sfl Prime Site Award
<br />Frank Lapsley, Arena General Manager, announced the Cabarrus Arena and
<br />Events Center has earned its 3~d Prime Site Award presented by the Facilities
<br />Media Group. He reviewed highlights of the 2008-09 year which included 211
<br />event days with attendance of just over 257,000 people. He also reviewed
<br />upcoming events and improvements to the Cabarrus Arena and Events Center and
<br />announced $106,195 was contributed to local community groups.
<br />Mr. Lapsley responded to questions from the Board. The following
<br />issues were addressed: cell phones and setup for landlines; advertising;
<br />efficiency numbers; etc.
<br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt
<br />and unanimously carried, the Board voted to place Cabarrus Arena and Events
<br />Center Earns 3xtl Prime Site Award on the September 21, 2009 Agenda as a
<br />Recognitions and Presentations item.
<br />Cabarrus Health Alliance - Request to Waive Permitting, Inspection and

<br />Charles Phillips, Cabarrus Health Alliance (CHA) Chair, presented a
<br />request to waive approximately $29,000 of permitting, inspection and
<br />demolition fees associated with construction of the new building for CHA. He
<br />stated it is CHA's policy to waive all fees paid by the county.
<br />A brief discussion transpired and the following issues were discussed:
<br />circumstances associated with waiving fees; whether fees for the county
<br />should be waived; which funding source fees are paid from; and what county
<br />departments, if any, currently waive fees.
