September 8, 2009 (Work Session) <br />Page 1553 <br />Medical Services) personnel are being phased out; for budgeting purposes, a <br />value is given to services rendered between county departments; etc. <br />UPON MOTION of Commissioner Carruth, seconded by Chairman White and <br />unanimously carried, the Board voted to place the request to waive <br />permitting, inspection and demolition fees associated with construction of <br />the new building for Cabarrus Health Alliance (CHA) on the September 21, 2009 <br />Agenda as a New Business item. <br />Commerce - Reservation of Capacity for the Wexford Pointe Apartments <br />Kassie Watts, Senior Planner, presented the following information <br />regarding Wexford Pointe Apartments: <br />Solstice Partners, LLC, (106 Muir Woods Drive, Cary, NC 27513) is <br />requesting a reservation of capacity for the Wexford Pointe <br />Apartment project, which consists of 106 multi-family units on <br />+/- 8.73 acres located off Davidson Highway in the City of <br />Concord, North Carolina. <br />School Capacity Review <br />The Wexford Pointe Apartment multi-family project is expected to <br />produce approximately 16 elementary students, 6 middle school <br />students and 8 high schools students for a total o£ 30 students. <br />The schools impacted by the project are Winecoff Elementary <br />School, Northwest Cabarrus Middle School and Northwest Cabarrus <br />High School. <br />Note: The calculations below include enrollment figures from June <br />10, 2009. Updated enrollment figures will not be available until <br />the 10cn day of school. <br />The county's Capital Improvements Plan (CI P) includes the <br />following proposed improvements that would create additional <br />capacity for the schools impacted by the project: <br />Number of Additional Seats listed in CTP <br />Year School 2009 2010 2011 2012 2013 2014 <br />Elementary Winecoff <br />Middle Northwest Cabarrus 300 <br />High Northwest Cabarrus 1450 <br />Seat Distribution Summary - (Based on July 2009 Capital <br />Improvements Plan) <br />Elementary - The CIP does not include proposed improvements that <br />would create additional capacity for the school impacted by this <br />project. <br />Middle - A new middle school is scheduled for 2009 in the <br />northwest/Weddington Road area of the County. When this new <br />middle school opens, 300 students will be transferred from <br />Northwest Cabarrus Middle School to the new middle school due to <br />redistricting. <br />High - A new high school will open in August 2009 on Cox Mill <br />Road.
