A claim or complaint based upon an event or condition <br />which affects the circumstances under which an employee works, allegedly <br />caused by misinterpretation, unfair application, lack of established <br />policy pertaining to employment conditions or any other inequity relating <br />to employment conditions. <br />(o) Job Classification Schedule. A listing of authorized classes with <br />identifying characteristics and salary. Includes County Classification <br />and Pay Plans. <br />(p) NCGS. North Carolina General Statutes. <br />(q) Part Time Employee. An employee, either regular or temporary, who is <br />scheduled to work less than the number of hours per work week designated <br />by the Board of Commissioners as full time. <br />(r) Pay Plan. A listing by grade and level of all approved minimum and <br />maximum rates of pay authorized by the Board of Commissioners for various <br />position classifications of County Government. <br />(s) Pay Plan Adjustment. The raising or lowering of the salary grade for <br />one or more classes of positions within the classification plan. <br />(t) Position. A group of current duties and responsibilities, assigned <br />by a competent authority, requiring the full or part-time employment of <br />one person. The existence of a position or its identity does not depend <br />upon its being occupied by an employee. <br />(u) Probationary Employee. A person appointed to a regular position who <br />has not yet completed the probationary period <br />(v) Probationary Period. The required period of time an employee serves <br />upon entering County service before obtaining regular status. <br />(w) Promotion. The reassignment of an employee to an existing position <br />having a higher salary grade than the position from which the <br />reassignment is made. <br />(x) Reclassification. The reassignment of an existing position from one <br />class to another, based on changes in job content such as duty, <br />difficulty, required skills and/or responsibility of the work performed. <br />(y) Regular Employee. An employee in a regular position who has <br />completed their probationary period, and has been approved for continuing <br />employment by the department head and the appointing authority. <br />(z) Regular Position. A position approved by the Board of Commissioners <br />in which the duties and responsibilities are required on a continuous and <br />annually recurring basis, requiring either the full time or part time <br />employment of an individual. <br />(aa) Salary Grade. The range of pay to which all sufficiently comparable <br />positions are assigned. <br />(bb) Salary Range. The minimum and maximum salary for a given <br />classification and includes the job rate (level 31 of the range). <br />(cc) State Personnel Act Employee. An employee of the Department of Social <br />Services or who participates in an Office of Emergency Management program <br />that receives federal grant-in-aid funds subject to the State Personnel <br />Act. <br />(dd) Temporary Employee. A person appointed to serve in a position for a <br />limited duration, usually not to exceed one year. <br />(ee) Transfer. The reassignment of an employee from one position or <br />department to another. <br />Section 9.
