Members of advisory and special boards or commissions; <br />6. Contractual employees of the Board of County Commissioners; <br />7. Employees of the Cabarrus County public school systems; <br />8. Members and employees of other County established authorities (separate <br />or in partnership). <br />(b) The following employees shall be covered only by the specifically <br />designated Articles and Sections: <br />1. Employees governed by the State Personnel Act shall be subject to all <br />Articles except Article II, Section 2, Article III, Section 5, and <br />Article VII, Sections 1. (e) and 2-5. <br />2. Temporary employees designated by the Board of Commissioners shall be <br />subject to all Articles except Article III, Sections 12-13; Article IV, <br />Sections 12-14; Article VI, Sections 2-17, 19-25 and 27; Article VII, <br />Sections 1-5; and Article IX, Sections 1, 9, 6 and 7. <br />3. Employees of the Sheriff and Register of Deeds shall be subject to all <br />Articles except Article I, Section 4; Article IV, Sections 3-7 and 10- <br />15; Article VII, Sections 2-6; and Article VIII, Sections 1-5. <br />4. The Director of Elections and employees of the County Board of <br />Elections shall be subject to all Articles except Article I, Section 4; <br />Article IV, Sections 3-7 and 10-15; Article VII, Sections 2-6; and <br />Article VIII, Sections 1-5 unless otherwise permitted by the current <br />County Board of Elections. <br />Section 3. Definitions <br />(a) Adverse Action. A suspension, demotion, dismissal, reduction in pay, <br />involuntary transfer or lay off. <br />(b) Anniversary Date. An employee's original date of hire for Cabarrus <br />County service in a permanently established position. This may be <br />adjusted to an artificial date if there is split service, promotion, or <br />other identified action. <br />(c) Appointing Authority. Any position with the legislated or delegated <br />authority to make hiring decisions. (The Board of Elections, County <br />Manager, Sheriff, Register of Deeds and State Personnel Act department <br />heads.) <br />(d) Auxiliary Employee. A person hired to perform incidental or occasional <br />work on a temporary basis and is paid for these services through County <br />payroll in accordance with Internal Revenue Service regulations. <br />(e) Class. A position or group of positions having similar duties and <br />responsibilities requiring similar qualifications, which can <br />properly be designated by one title indicative of the nature of work <br />performed, and which carries the same salary range. <br />(f) Class Description. The responsibilities, essential functions, duties, <br />and requirements of a position. <br />(g) Classification Plan. An approved plan by the Board of Commissioners <br />which assigns positions with similar kinds of duties into classes for <br />similar treatment in selection, compensation and other employment <br />processes. <br />(h) County Manager. Refers to the County Manager or their designee. <br />(i) Demotion. The reassignment of an employee to an existing position <br />having a lower salary grade than the position from which the reassignment <br />is made. <br />(j) Disciplinary Action. An action taken to correct an unacceptable <br />level of performance or behavior. <br />(k) Effective Date. Normally the date of an employee's last significant <br />personnel action related to their position - such as hire or promotion <br />date. Determines when an employee is eligible for a performance <br />evaluation and any related salary increase. <br />(1) Full Time Employee. An employee who is scheduled to work the number <br />of hours per work week designated by the Board of Commissioners as full <br />
