However, the ten-year statute of limitations prevents the <br />Tax Collector from using remedies to collect taxes that are more than ten <br />years past due. N.C.G.S. 105-378(a) "Use of Remedies Barred" states that no <br />county or municipality may maintain an action or procedure to enforce any <br />remedy provided by law for the collection of taxes or the enforcement of any <br />tax liens unless the action or procedure is instituted within 10 years of the <br />date the taxes became due. <br />1999 Real/Personal Property Outstanding <br />Year Principal Misc. Fees Advertising Interest Balance Due <br />1999 $71,071.59 $4,924.00 $729.00 $62,641.64 $139,366.23 <br />UPON MOTION of Commissioner Carrut h, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the write-off of all 1999 outstanding <br />real and personal property taxes for Cabarrus County and all jurisdictions <br />for which the County collects. <br />(G) NEW BU3INE33 <br />G-1) Convention and Visitors Bureau - 3porta Complex <br />Terry Crawford, Convention and Visitors Bureau (CVB) Board Chairman, <br />presented a request for the CVB to partner with Cabarrus County in the <br />development of a championship level youth softball/baseball complex on the <br />remainder of the W.W. Flowe property. He stated the proposal is for the CVB <br />to provide construction funds and the County will provide the land. <br />Kate Parker, CVB Director of Sports, stated in 2007 there were <br />approximately 20 amateur sporting events on average per year and now that <br />number has increased to approximately 80. She stated the construction of <br />this complex will make a marketable difference and be a multi-million dollar <br />economic impact for the entire community. <br />Commissioner Carruth MOVED to approve the Convention and Visitors <br />Bureau's request to partner with Cabarrus County in the development of a <br />championship level youth softball/baseball complex on the remainder of the <br />W.W. Flowe property. Commissioner Poole seconded the motion, <br />Chairman White stated the location is extremely important because it <br />encourages people to stay in Cabarrus County as opposed to locations on the <br />outer edges of the county and that last year's tourism revenues were <br />approximately $288 million. He also announced there is an international <br />duathlon event (ITU World Duathlon Championships) at Lowe's Motor Speedway <br />this weekend. <br />Mike Downs, Deputy County Manager, reported the following: the tract <br />of land proposed for the sports complex is a 60-acre parcel that was donated <br />by the Flowe family; the property is required to be used for parks and <br />recreation; the county does not have plans or funds to develop the 60 acres; <br />and not having to buy the land allows the CVB's contributions to go directly <br />to construction. <br />
