September 21, 2009 (Regular Meeting) Page 1631 <br />Vice Chairman Mynatt pointed out the CVB's hotel/motel taxes are being <br />used to fund this project instead of property taxes. <br />The MOTION unanimously carried. <br />(G-2) Cabarrus Health Alliance - Request to Waive Permitting, Inspection and <br />Demolition Fees Associated with Construction of the New Building for CHA <br />Chairman White reported the Cabarrus Health Alliance (CHA) has asked <br />the County to waive approximately $29,000.00 of permitting, inspection and <br />demolition fees associated with construction of its new building. The <br />request is a result of CHA waiving permitting fees for various County <br />construction projects and inoculations/vaccinations given to the Sheriff's <br />Department and/or EMS (Emergency Medical Services) in the past. Chairman <br />White advised there were discussions pertaining to the allocation of all fees <br />charged by CHA in the future and called for a motion. <br />Vice Chairman Mynatt asked for a clarification on how fees are normally <br />handled. In response, Chairman White explained fees are charged for all <br />services provided by the County; and, unbeknownst to him, CHA has waived fees <br />the agency would have normally collected from the County or from the school <br />system over the past five years totaling approximately $16,000.00. <br />Commissioner Carruth commented on whether additional funds are needed <br />to combat the outbreak of the H1N1 in Cabarrus County. John Day, County <br />Manager, noted there has not been a request regarding this issue and stated <br />that it is his understanding that the Federal government will provide for the <br />H1N1. He noted if there is a request, it will be brought before the Board <br />for consideration. Mr. Day also pointed out that it is not just Cabarrus <br />County's practice to charge fees to other governmental agencies, but other <br />governmental agencies do as well. He gave several examples illustrating this <br />point. Further, he said to the best of his knowledge, the County has never <br />asked CHA to waive any fees, even though it has been CHA's practice to do so <br />and that it would be more than fair to reimburse the agency. <br />Chairman White expressed a desire to deny the request but to reimburse <br />CHA for past expenses and fees waived for the County and school systems. <br />UPON MOTION of Chairman White, seconded by Commissioner Poole and <br />unanimously carried, the Board denied the request by the Cabarrus Health <br />Alliance (CHA) to waive all inspection, permitting and demolition fees <br />associated with the construction of CHA's new facility in Kannapolis. By the <br />same vote, the Board agreed to reimburse CHA for past fees waived on behalf <br />of the County and school systems, and adopted the following budget amendment: <br />Date: 9/25/2009 Amount:S19, 695 <br />Dept.
