She further noted <br />when it is time for the County to get involved in the process the County will <br />have forums with property owners to discuss the issue. <br />Chairman White purported before he is comfortable adopting the plan as <br />presented, the following must be done: determine the difficulty of <br />identifying and notifying property owners that the County is inclined to <br />adopt the plan; get a response back from property owners on how the plan may <br />affect them and address those concerns; if there are no major objections, <br />collaborate with cities on implementing the plan over the next two decades; <br />and the next step would be to adopt the plan. He emphasized before adopting <br />the plan, the first step should be to communicate with property owners. <br />John Day, County Manager, asserted it is not difficult identifying <br />property owners; it would just be a matter of deciding the method of <br />communication. He asked the Board if the matter could be revisited at the <br />November work session so the County can present a proposal of communication <br />strategies. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board voted to table the Carolina Thread Trail <br />Greenway Masterplan Presentation until the November 2, 2009 Work Session. <br />Update on I-85 Widening and Pitts School Road Realignment tiona <br />John Day, County Manager, advised a presentation was made to public <br />officials by NCDOT (North Carolina Department of Transportation) on the I-85 <br />widening project which also includes some rerouting of roads. He presented <br />an illustration of the two options available for realignment of Pitts School <br />Road. Option No. 1 goes along Shelton Road which goes into Pitts School <br />Road. He indicated the hash marks indicate the Enhanced Voluntary <br />Agricultural District. The proposed realignment would bisect the Barbee <br />property. He stressed it would not make farming impossible, but it would <br />cause some difficulty because of all the buildings and equipment on one side <br />of the proposed realignment in that equipment would have to pass over the <br />roads. He identified an alternative realignment that goes along Pitts School <br />Road and comes out at the Shelton intersection that would spare the majority <br />of the Barbee property except for a section of which is not being farmed. He <br />noted that the Bonds have no problem with the proposed realignment. He <br />stated the Barbees would prefer the realignment as well. He announced there <br />was a large participation at the public hearing last week of citizens <br />concerned about the Barbee's property. Mr. Day noted he and Chairman White <br />attended the earlier session along with other staff members to express the <br />County's concerns. The maps are as follows: <br />
