October 19, 2009 (Regular Meeting) Page 1648 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 19, 2009, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace M. Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth F. Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Cynthia Young, Deputy Clerk <br />to the Board. <br />Chairman White called the meeting to order at 6:29 p.m. <br />The Northwest Cabarrus High School Air Force JROTC conducted the Flag <br />Ceremony. The student participants were: Cadet 2"d Lieutenant Jonathan <br />Braden, Cadet Airman Connor Holcomb and S. M. Sergeant (Ret) USAF Corinne <br />Smith. <br />Pastor Bob Lovette from Pleasant Hill Baptist Church in Mt. Pleasant <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of September 8, 2009 <br />(Agenda Work Session), September 21, 2009 (Regular Meeting), and September <br />29, 2009 (Annual Elected Officials Briefing) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Addition to New Business: <br />(G-3) Finance - Resolution Approving Refinancing of Prior Installment <br />Financing Contract Financing in an Aggregate Principle Amount up to <br />$27,535,000 - Pam Dubois, Deputy County Manager <br />Addition to Consent Agenda: <br />(F-6) County Manager - Amendment to the FY 2010 Budget Ordinance - John Day, <br />County Manager <br />Addition to Closed Session: <br />(L-2) BOC - Closed Session - NCGS 143.318.11 (a)(5) <br />To establish or to instruct the public body's staff or negotiating <br />agents concerning the position to be taken by or on behalf of the <br />public body in negotiating (i) the price and other material terms of a <br />contract or proposed contract for the acquisition of real property by <br />purchase, option, exchange, or lease.
