(C) RECOGNITIONS AND PRESENTATIONS (C-1) Human Resouroea - Recognition of Deputy David Blackwelder on His Retirement from Cabarrus County This item was tabled to the November 16, 2009 regular meeting due to the absence of Deputy David Blackwelder at the October 19, 2009 regular meeting. (C-2) BOC - Recognition of Eire Chief Edwin C. Phillips on Hia Retirement from the Allen Volunteer Fire Department Bobby Smith, Emergency Management Director, recognized Chief Edwin C. Phillips of the Allen Volunteer Fire Department on his retirement and commended him for 37 years of volunteer fire service, 28 years of which were served as fire chief. Commissioner Carruth presented Chief Phillips with a plaque and expressed the Board's appreciation for his dedication, leadership, passion and commitment not only to the A. T. Allen community but throughout the entire county. Chief Phillips graciously accepted. the plaque and expressed sincere gratitude for all the Board does for the county and the fire service community. (C-3) Commerce - Weatherization Day Proclamation Ke11y Sifford, Community Development Manager, announced the County celebrates Weatherization Day annually on October 30th. She noted this year is particularly special because the County has received stimulus funding for the Weather Assistance Program. For the benefit of the television audience, she publicly announced that applications are being accepted; reviewed covered services; and provided contact information for county personnel administering the program. Chairman White read the proclamation as follows: Proclamation No. 2009-09 Proclamation of Weatherization Day 2009 Whereas, October is National Energy Awareness Month, and October 30 is designated as National Weatherization Day; and Whereas, the County of Cabarrus has a long standing commitment to conserve its resources and to help low-income households through its Weatherization Assistance Program; and Whereas, the State of North Carolina has administered the Weatherization Assistance Program since its inception in 1976, providing a variety of state and federal resources through numerous community action agencies, housing authorities and departments of local government that serve people in every county in the state; and Whereas, it is important to recognize the importance of those programs that ensure that all residents, especially those living at or below the federal poverty level, have the opportunity to live in energy efficient, healthy, safe, and comfortable homes as provided for by the Weatherization Assistance Program; Now, Therefore, I, H. Jay White, Sr., Chairman of Cabarrus County Board of Commissioners, do hereby proclaim October 30, 2009 as "Weatherization Day" in the County of Cabarrus and I urge all citizens to join me in this observance.
