October 19, 2009 (Regular Meeting) Page 1649 <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Human Resouroea - Recognition of Deputy David Blackwelder on His <br />Retirement from Cabarrus County <br />This item was tabled to the November 16, 2009 regular meeting due to <br />the absence of Deputy David Blackwelder at the October 19, 2009 regular <br />meeting. <br />(C-2) BOC - Recognition of Eire Chief Edwin C. Phillips on Hia Retirement <br />from the Allen Volunteer Fire Department <br />Bobby Smith, Emergency Management Director, recognized Chief Edwin C. <br />Phillips of the Allen Volunteer Fire Department on his retirement and <br />commended him for 37 years of volunteer fire service, 28 years of which were <br />served as fire chief. <br />Commissioner Carruth presented Chief Phillips with a plaque and <br />expressed the Board's appreciation for his dedication, leadership, passion <br />and commitment not only to the A. T. Allen community but throughout the <br />entire county. <br />Chief Phillips graciously accepted. the plaque and expressed sincere <br />gratitude for all the Board does for the county and the fire service <br />community. <br />(C-3) Commerce - Weatherization Day Proclamation <br />Ke11y Sifford, Community Development Manager, announced the County <br />celebrates Weatherization Day annually on October 30th. She noted this year <br />is particularly special because the County has received stimulus funding for <br />the Weather Assistance Program. For the benefit of the television audience, <br />she publicly announced that applications are being accepted; reviewed covered <br />services; and provided contact information for county personnel administering <br />the program. <br />Chairman White read the proclamation as follows: <br />Proclamation No. 2009-09 <br />Proclamation of Weatherization Day 2009 <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />Whereas, the County of Cabarrus has a long standing commitment to <br />conserve its resources and to help low-income households through its <br />Weatherization Assistance Program; and <br />Whereas, the State of North Carolina has administered the <br />Weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br />Now, Therefore, I, H. Jay White, Sr., Chairman of Cabarrus County Board <br />of Commissioners, do hereby proclaim October 30, 2009 as "Weatherization Day" <br />in the County of Cabarrus and I urge all citizens to join me in this <br />observance. <br />Signed this October 19, 2009 <br />/s/ H.
