November 2, 2009 (Work Session) <br />Page 1669 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 2, 2009 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Commissioners: Robert W. Carruth <br />Elizabeth F. Poole <br />Coy C. Privette <br />Absent - Vice Chairman: Grace M. Mynatt <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Cynthia Young, Deputy Clerk to <br />the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:31 p.m. <br />Changes to the Agenda <br />Chairman White acknowledged the following changes to the agenda: <br />Supplemental Information: Consent Agenda <br />F-7 Finance - Property Easements for the AT Allen Replacement <br />Elementary School - $6,724.80 - Easement for Darrell Joiner - <br />$4,911.20 <br />Supplemental Information: New Business <br />G-2 EDC - Incentive Grant Request for SBM Solar, Inc. and Public <br />Hearing - 6:30 P. M. - Draft Incentive Grant <br />Addition: Closed Session <br />L-1 BOC - Closed Session - NCGS 193.318.11 (a) (4) and (5). To discuss <br />matters relating to the location or expansion of industries or <br />other businesses in the area served by the public body, including <br />agreement on a tentative list of economic development incentives <br />that may be offered by the public body in negotiations. Invite <br />Ryan McDaniels with the EDC into the meeting. To establish or to <br />instruct the public body's staff or negotiating agents concerning <br />the position to be taken by or on behalf of the public body in <br />negotiating (i) the price and other material terms of a contract <br />or proposed contract for the acquisition of real property by <br />purchase, option, exchange, or lease; or (ii) the amount of <br />compensation and other material terms of an employment contract <br />or proposed employment contract. Pleasant Library Expansion - Architect Design <br />• Finance - Correction of Property Easement for A. T. Allen Replacement <br />Elementary School (Norris Barringer $6,213.60) <br />• Finance - For Accounting Purposes Only - Combine School Construction <br />Projects into One Fund for Tracking Purposes, Close Out Completed or <br />Canceled Projects in the School Construction Fund, and Close Out the <br />
