He <br />advised Mike Downs, Deputy County Manager, is prepared to give a presentation <br />on the site and purchase information can be discussed in closed session. <br />Mr. Downs advised a total of 12 sites are under consideration for the <br />new Governmental Office Complex. He briefly commented on the conditions of <br />some properties County staff have surveyed. <br />Commerce - Proposed Habitat Project and Presentation from the Lawrence Group <br />Jonathan Marshall, Commerce Director, introduced Bill Smith with <br />Habitat Cabarrus and announced Mr. Smith is present to give the Board an <br />update on the concept for the proposed County-owned property located at <br />Cabarrus Avenue and Highway 601 Bypass in Concord. <br />Bill Smith, Construction and Land Development Manager for Habitat <br />Cabarrus, gave a brief overview of his responsibility to implement <br />construction on the proposed property by July 2010. He petitioned the Board <br />to: (1) authorize the County Manager to execute a Concord rezoning <br />application; (2) authorize the property transfer once the zoning is approved <br />by Concord; and (3) to provide a legal description for the property. He <br />introduced David Malushizky and Rob Richardson of the Lawrence Group. Mr. <br />Smith advised he is a certified-green professional builder. As such, all the <br />homes in the proposed community will be certified "green" which will make the <br />homes affordable, economical and sustainable. <br />David Malushizky, of the Lawrence Group, presented a PowerPOint <br />presentation of other projects the firm has worked on and two concept plans <br />for a 95-single family home and 29-townhome Habitat project. Following the <br />presentation, Mr. Malushizky responded to questions from the Board regarding <br />the concept designs for the property. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the proposed Habitat project <br />on the November 16, 2009 Agenda as a Consent item. <br />EDC - Inaentive Grant Request for SBM Solar, Inc. and Public Hearing - 6:30 <br />P.M. <br />Ryan Mc Daniels, Vice President of the Economic Development Corporation <br />(EDC), requested the Incentive Grant Request for SBM Solar, Inc. be moved to <br />the end of the New Business agenda so the presenter, Anna Lu Wilson, may be <br />present. <br />Commerce - Consent P.greement for the Weat Oaka Subdivision Proieet <br />
