November 2, 2009 (Work Session) Page 1671 <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding a Consent Agreement for the West Oaks Subdivision <br />Project: <br />The West Oaks subdivision was approved by the City of Kannapolis <br />Technical Review Committee on September 23, 2008. The project <br />consists of 13 single-family residential lots on +/- 11.125 acres <br />located on South Oakmont Street in the City o£ Kannapolis, North <br />Carolina. The specifics o£ the agreement are as follows: <br />• Developer - Brandon Little & Stephen Wasserman, 4904 Lazy <br />Drive, Charlotte, NC 28215. <br />• Payment of $4,034.00 per lot to be paid prior to final <br />platting. <br />• Proposed build out schedule is Calendar year 2009, no more <br />than 6 lots platted and Calendar year 2010, no more than 7 <br />lots platted. <br />The APED worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the West Oaks <br />subdivision are currently functioning at the following <br />capacities: <br />Charles E. Boger Elementary School - 78.880 <br />Northwest Middle School - 104.82$ <br />Northwest Cabarrus High School - 83.988 <br />Including previously approved subdivisions these schools will be <br />functioning at the following capacity upon completion of the West <br />Oaks subdivision: <br />Charles E. Boger Elementary School - 140.008 <br />Northwest Middle School - 136.52 <br />Northwest Cabarrus High School - 101.12 <br />The 2009-2010 Capital Improvement Plan includes the Charles E. <br />Boger Elementary School addition. This project was slated for <br />funding in FY 2009 and will provide 200 additional seats. The <br />prep work for this project is finished, construction is ready to <br />begin and the project is expected to be completed around March or <br />April 2010. <br />The Harold Winkler Middle School in the northwest/Weddington area <br />of the County was included in the CIP to be funded in 2009. When <br />this new middle school opens with capacity for 1200 students, 300 <br />students will be transferred from Northwest Middle School to this <br />new middle school due to redistricting. Construction of the <br />school is expected to be completed in the fall 2010 and ready for <br />occupancy by January or February 2011. <br />Cox Mill High School opened in August 2009 with capacity for 1450 <br />students. Due to redistricting, 1450 students are being <br />transferred from Northwest Cabarrus High School to this new high <br />school. Currently Cox Mill is operating only grades 9 through 11 <br />because the 2010 graduating senior class was allow to remain at <br />their respective schools for their senior year. In the 2010-2011 <br />school year all grades, 9 through 12, will be operated. <br />Cabarrus County Schools operating at 110 capacity are considered <br />to be operating at the maximum capacity. <br />Ms. Morris further reported the project originally started in the <br />County but was annexed into Kannapolis. <br />In response to questions from the Board related to the County's <br />approval or denial options, Ms. Morris advised the development already <br />received preliminary plat approval from the City of Kannapolis. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the Consent Agreement for the <br />West Oaks Subdivision Project on the November 16, 2009 Agenda as a New <br />Business item. <br />Commerce - Request to Permit Connection to Public Sewer <br />
