F <br />November 2, 2009 (Work Session) <br />Page 1675 <br />is in place to maneuver the trail and greenway around affected properties, if <br />necessary, and still achieve the greenway. <br />Ms. Strong advised the cities of Concord and Kannapolis are in the <br />process of developing parts of the greenway and trail and are holding <br />meetings whenever they have money for a specific section of the project. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the Carolina Thread Trail <br />Greenway Masterplan on the November 16, 2009 Agenda as a Consent item. <br />Parks Department - Name Proposal for the New Park in Southeast Cabarrus <br />County <br />Mike Downs, Deputy County Manager, stated the Parks Commission and <br />County staff recommends the "Southeast Community Park" (name used for <br />planning purposes only) be named the "Rob Wallace Park." He advised the <br />County is conducting public hearings and meetings to receive public input on <br />the development of the park. He noted Mr. Wallace has graciously accepted <br />the proposed name and that Mr. Wallace played a major role in helping the <br />County secure the land for the park at an attractive and affordable price. <br />In response to questions from the Board, Londa Strong, Parks Director <br />stated Donna Wallace expressed a desire that the park be named after Mr. <br />Wallace because of his work on the property. <br />Chairman White noted the site is a beautiful piece of property and in <br />years to come the park will be as well known as Frank Liske Park. He <br />expressed the County's appreciation to Rob and Donna Wallace for their <br />generosity in providing the land. He invited citizens to go to the County's <br />website to get information and give input about the design of the park. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board voted to place the aforementioned item on <br />the November 16, 2009 Agenda as a New Business item. <br />BOC - Discussion on Cap and Trade Issues <br />Commissioner Carruth advised he received correspondence from <br />Representative Barnhardt stating several commissioners around the State have <br />written letters to Senator Kay Hagan asking her to oppose the Federal <br />standards that exceeded the North Carolina's 12.5 percent Renewable Energy <br />Standards (RES) since it is unclear what affect the standards will have on <br />economic development. He asked if the Board and County were interested in <br />sending a letter to Senator Hagan, individually or collectively, expressing <br />the County's concerns. <br />Chairman White noted the Renewable Energy Standards (RES) is an <br />important issue that needs to be better understood and opinions should be <br />voiced to the proper representatives. Commissioner Carruth agreed to prepare <br />a statement addressing the issue prior to the November regular meeting. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board voted to place the aforementioned item on <br />the November 16, 2009 Agenda as a New Business item. <br />Inc. and Public Hearing - 6:30 <br />Anna Lu Wilson,.. Vice President. of Business Services, Cabarrus Economic <br />Development, presented a request for an incentive grant and public hearing on <br />behalf of SBM Solar, Inc., a local manufacturer of solar panels currently <br />located on Spring Street in Concord. She reported the company recently <br />received its UL (Underwriters Laboratories) certification for a non-glass <br />solar panel which has prompted the need for additional space. As such, the <br />company plans to move into an existing 22,000 square-foot building located <br />off Central Drive near Gibson Mill, make a $1.3 million investment in <br />equipment and add sixteen (16) full-time jobs with benefits at an average <br />wage of $90,000.
