November 16, 2009 (Regular Meeting) Page 1677 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 16, 2009, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Cynthia Young, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Mt. Pleasant High School Air Force Junior ROTC conducted the Flag <br />Ceremony. The student participants were: Cadet 1st Lieutenant Shelby Cook, <br />Cadet Captain Tyler Nurse, Cadet Captain Charles Lewis and Cadet ls` <br />Lieutenant John Whitesides. <br />Reverend Jim Hood from Kerr Street United Methodist Church in Concord <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the minutes of October 5, 2009 <br />(Agenda Work Session), and October 19, 2009 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Supplemental Information: New Business <br />(G-1) EDC - Incentive Grant Request for SBM Solar, Inc. and Public Hearing - <br />6:30 P. M. <br />• Depreciation Schedule <br />• Equipment Life Expectancy <br />(G-8) Finance - Presentation of the Fiscal Year 2009 Comprehensive Annual <br />Financial Report <br />• PowerPoint Presentation Slides - Martin Starnes and Associates <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />- Rornrmiti nn ~f Deputy David Blackwelder on His <br />Sheriff Brad Riley of the Cabarrus County Sheriff's Department <br />recognized Deputy David Blackwelder on his retirement from the department and <br />expressed gratitude for his service to Cabarrus County. He gave a brief <br />summary of Deputy Blackwelder's career with the Sheriff's Department and <br />commended him for his accomplishments as the first canine officer in Cabarrus <br />County. Sheriff Riley also commended Mr. Blackwelder for his 35 years of <br />volunteer service with the Cold Water Volunteer Fire Department. <br />Commissioner Carruth presented Mr. Blackwelder with a plaque and <br />expressed sincere appreciation for his many years of service and dedication <br />to Cabarrus County. <br />Mr. Blackwelder accepted the plaque, expressed appreciation and noted <br />it was a privilege to work for the County. <br />Chairman White acknowledged the diligence of being a canine officer and <br />further extended the County's appreciation to Mr. Blackwelder. <br />(D) INFORMAL PUBLIC COMMENTS <br />
