November 16, 2009 (Regular Meeting) Page 1678 <br />Chairman White opened the meeting for Informal Public Comments at 6:41 <br />p.m. He stated each speaker would be limited to three minutes. <br />A majority of the "County Government 101" participants signed up to <br />speak during Informal Public Comments. County Government 101 is an eight- <br />week course that educates residents about how their local government <br />functions and services offered by the County. Chairman White asked class <br />participants to stand when their name is called for recognition or to come to <br />the podium to address the Board. The following participants were recognized <br />by the Board, but declined to speak: Brenda Cook, Gail Ann Jackson-Farley, <br />Judy Furr, Deborah Carter, Richard Carter, Jackie Mills, John Mills, Karen <br />Parks, David North, Mary Shepherd, James Shepherd, Jane Henderson, Nancy <br />Moore, Gerald Oliver, Harry Swartz, Charles Perry and Chris Pinto. <br />Daniel B. Criscoe, Rhee Nelson, Tracy Raulerson and Kathy Teague <br />addressed the Board. A summary of their comments is as follows: <br />Daniel B. Criscoe thanked the Board for allowing the participants to <br />take the County Government 101 class. <br />Rhee Nelson briefly shared personal information why she chose Cabarrus <br />County as her home and how the County Government 101 course helped her learn <br />about her new community. She stated the course broadened her knowledge of <br />the functions of county government and the many services available to <br />Cabarrus County residents. She gave a brief overview of classes taken and <br />experiences gained. <br />Tracy Raulerson expressed appreciation for her learning experiences <br />acquired from the County Government 101 program. She thanked Chantel <br />Thompson, the program's facilitator, and her classmates for making the <br />classes fun and interesting. She noted she now has a better appreciation of <br />the government process and decisions the Board and County have to make for <br />the betterment of Cabarrus County residents. She shared some of her learning <br />experiences and further extended her thanks to all of the speakers and <br />presenters. <br />Kathy Teague noted she signed up for the County Government 101 class as <br />a representative of Rocky River Crossing subdivision in Harrisburg to learn <br />more about the County and share her experiences with the community. She <br />thanked Ms. Thompson, the program's facilitator, for facilitating the class, <br />department heads for presenting, and Cabarrus Links for providing the <br />transportation. Through taking the course, she advised she learned about the <br />County transportation services and was instrumental in obtaining services for <br />a homebound senior neighbor. She talked briefly about her learning <br />experiences and the excitement of sharing her knowledge of Cabarrus County <br />government with her community. <br />Gus Gibson, Maxine Joyce, James Cook, Johnathan Johnson, Glenn Drumm, <br />Debbie Moss, Gilbert Flowe, Gloria Simmons, and Mark L Bryan also <br />participated in the class but were not present at the meeting. <br />Board members thanked the participants for taking the course and for <br />sharing their experiences. The Board also expressed appreciation to Ms. <br />Thompson for facilitating the class. <br />With there being no one else to address the Board, Chairman White <br />closed this portion of the meeting. <br />(E) OLD SU92NE99 <br />None. <br />(F) CONSENT AGENDA <br />(F-1) Cabarrus Arena and Events Center - App rova l of SMG Mans ement <br />Incentives for FY 2009 <br />Based on the Management Agreement (Section 4) and the Food and Beverage <br />Services Agreement between the County and SMG, SMG is entitled to the <br />following incentive payments: <br />Management Agreement: Quantitative Incentive Fee $ 95,990.00 <br /> Qualitative Incentive Fee $ 22,562.00 <br />Food & Beverage Services: Quantitative Incentive Fee $ 81,453.00 <br />
