December 21, 2009 (Regular Meeting) Page 1715 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 21, 2009, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Cynthia Young, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Pack 38 Cub Scouts from Poplar Tent Presbyterian Church in Concord <br />conducted the Flag Ceremony. The Scout participants were: Nolan Landry, <br />Dylan Smith, Drew Naghshineh, Alex Habel, Gage Hines, Duncan McNeill, <br />Christopher Lopez, Garrett Russell and Evan Argyros. <br />Chaplain Bernie Loos of the Cabarrus County Sheriff's Department <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the minutes of November 2, 2009 <br />(Agenda Work Session), and November 16, 2009 (Regular Meeting) as written. <br />(A-1) BOARD ORGANIZATION <br />Chairman White turned the meeting over to John Day, County Manager, who <br />presided over the organization of the Board. <br />(A-1-1) Election of Chairman <br />John Day, County Manager, called for nominations for the position of <br />Chairman. <br />Commissioner Privette nominated Commissioner White. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to close nominations and re-elected <br />Commissioner White as Chairman of the Cabarrus County Board of Commissioners <br />by acclamation. <br />Mr. Day announced Chairman White had been re-elected Chairman and <br />turned the meeting over to him. <br />(A-1-2) Election of Vice Chairman <br />Chairman White called for nominations for the position of Vice <br />Chairman. <br />Commissioner Carruth nominated Commissioner Poole. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to close nominations and elected <br />Commissioner Poole as Vice Chairman of the Cabarrus County Board of <br />Commissioners by acclamation. <br />(A-1-3) Comments from Chairman and Vice Chairman <br />Chairman White stated it is his pleasure and honor to serve on the <br />Board again and he looks forward to working with Board members this coming <br />year. He also acknowledged Commissioner Mynatt's service as Vice Chairman in <br />2009. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Removal - New Business: <br />
