December 21, 2009 (Regular Meeting) Page 1752 <br />^ Payment of $4,034.00 per lot to be paid prior to final <br />platting. <br />^ Proposed build out schedule is Calendar year 2009, no more <br />than 6 lots platted and Calendar year 2010, no more than 7 <br />lots platted. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the West Oaks <br />subdivision are currently functioning at the following capacities: <br />Charles E. Boger Elementary School - 78.880 <br />Northwest Middle School - 104.82% <br />Northwest Cabarrus High School - 83.980 <br />Including previously approved subdivisions these schools will be <br />functioning at the following capacity upon completion of the West <br />Oaks subdivision: <br />Charles E. Boger Elementary School - 140.OOo <br />Northwest Middle School - 136.520 <br />Northwest Cabarrus High School - 101.12% <br />The 2009-2010 Capital Improvement Plan includes the Charles E. <br />Boger Elementary School addition. This project was slated for <br />funding in FY 2009 and will provide 200 additional seats. The prep <br />work for this project is finished, construction is ready to begin <br />and the project is expected to be completed around March or April <br />2010. <br />The Harold Winkler Middle School in the northwest/Weddington area <br />of the County was included in the CIP to be funded in 2009. When <br />this new middle school opens with capacity for 1200 students, 300 <br />students will be transferred from Northwest Middle School to this <br />new middle school due to redistricting. Construction of the school <br />is expected to be completed in the fall 2010 and ready for <br />occupancy by January or February 2011. <br />Cox Mill High School opened in August 2009 with capacity for 1450 <br />students. Due to redistricting, 1450 students are being transferred <br />from Northwest Cabarrus High School to this new high school. <br />Currently Cox Mill is operating only grades 9 through 11 because <br />the 2010 graduating senior class was allow to remain at their <br />respective schools for their senior year. In the 2010-2011 school <br />year all grades, 9 through 12, will be operated. <br />Cabarrus County Schools operating at 1100 capacity are considered <br />to be operating at the maximum capacity. <br />Commissioner Carruth asked questions regarding the addition to Boger <br />Elementary and Harold Winkler Middle School and if it will reduce the current <br />school capacity. Mr. Marshall replied in the affirmative and noted both <br />schools will affect the attendance issue. <br />Commissioner Carruth MOVED to approve the Consent Agreement for the <br />West Oaks Subdivision Project including the payment of $4,034.00 to be paid <br />prior to final platting and authorized the County Manager to execute the <br />agreement on behalf of the County. Commissioner Mynatt seconded the motion. <br />Commissioner Privette expressed concern regarding the affect the <br />approval of the Consent Agreement will have on school capacities at Boger <br />Elementary (140 percent) and Northwest Middle (136 percent). He noted normal <br />capacity is 110 percent and that the Board should take this information into <br />consideration of this request. <br />The MOTION carried, with Chairman White, Vice Chairman Poole, <br />Commissioner Carruth and Commissioner Mynatt voting for, and Commissioner <br />Privette voting against. <br />(G-5) Commerce - Request for Revision of Consent Agreement for Waterford on <br />the Rocky River Subdivision (Tabled from November) <br />This item was removed from the Agenda at the request of the developer. <br />(G-6) BOC - Consideration of Whether to Remain a Member of the Centralina <br />Council of Governments <br />
