He suggested maybe there needs <br />to be a smaller entity comprising Cabarrus, Rowan and Stanley counties to <br />address issues on this side of Charlotte. Chairman White responded that a <br />bureaucracy created in Raleigh is hard to overcome. <br />Vice Chairman Poole advised if the Blue Ribbon Committee is convened in <br />January, she will volunteer at the meeting and see if she can get appointed <br />to the committee. She made reference why CCOG has been so unproductive and <br />why the Blue Ribbon Committee has yet to be formed. <br />Commissioner Carruth MOVED, according to the CCOG's bylaws and General <br />Statute ~160A-474, to invoke the termination of the membership clause and <br />give CLOG a six-month notice of the County's intent to withdraw from <br />membership. By the same vote, the Board adopted the following resolution. <br />Commissioner Privette seconded the motion, and the MOTION was unanimously <br />carried. <br />Resolution No. 2009-28 <br />RESOLUTION <br />INTENT TO WITHDRAW MEMBERSHIP FROM CENTRALINA COUNCIL OF GOVERNMENTS <br />WHEREAS, the Cabarrus County Board of Commissioners desire to withdraw <br />its membership from the Centralina Council of Governments; and <br />WHEREAS, the member of the Council may withdraw or terminate its <br />membership on the Council effective at the end of any fiscal year June 30 by <br />notifying all members of the Council of its intent to terminate its <br />membership; and <br />WHEREAS, such notice shall consist of a certified copy of the <br />resolution of withdrawal of the governing body of the member; and <br />WHEREAS, the notice shall be deposited in the U.S. Mail, postage <br />prepaid, and addressed to the delegate of each of the other members, not <br />later than January 1 of the fiscal year for which the member's withdrawal is <br />to be effective; and <br />WHEREAS, General Statute ~160A-474 states "any member government may <br />withdraw from a regional council at the end of any fiscal year by giving at <br />least 60 days' written notice to each of the other members"; and <br />WHEREAS, the Cabarrus County Board of Commissioners intends to <br />terminate its membership effective June 30, 2010; and <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners hereby adopts this resolution declaring its intent to withdraw <br />its membership from the Centralina Council of Governments, effective June 30, <br />2010: <br />BE IT FURTHER RESOLVED, that a copy of this resolution be recorded in <br />the official meeting minutes of the Board of Commissioners and a copy be <br />mailed to Centralina Council of Governments and all other members within. <br />Adopted this the 21St day of December, 2009 <br />/s/ Hs. Reeves and Theodore R. Drain. The Advisory <br />Board recommends: (1) the reappointments of Robin Swaringen, Ted Drain and <br />Frank Whitley to 3-year terms ending December 31, 2012; and (2) the <br />appointment of Char Solomon and Tom Kurzel to 3-year terms ending December <br />31, 2012. Mr. Drain also serves on the Region F Aging Advisory Committee; <br />
