Chairman White responded that a bureaucracy created in Raleigh is hard to overcome. Vice Chairman Poole advised if the Blue Ribbon Committee is convened in January, she will volunteer at the meeting and see if she can get appointed to the committee. She made reference why CCOG has been so unproductive and why the Blue Ribbon Committee has yet to be formed. Commissioner Carruth MOVED, according to the CCOG's bylaws and General Statute ~160A-474, to invoke the termination of the membership clause and give CLOG a six-month notice of the County's intent to withdraw from membership. By the same vote, the Board adopted the following resolution. Commissioner Privette seconded the motion, and the MOTION was unanimously carried. Resolution No. 2009-28 RESOLUTION INTENT TO WITHDRAW MEMBERSHIP FROM CENTRALINA COUNCIL OF GOVERNMENTS WHEREAS, the Cabarrus County Board of Commissioners desire to withdraw its membership from the Centralina Council of Governments; and WHEREAS, the member of the Council may withdraw or terminate its membership on the Council effective at the end of any fiscal year June 30 by notifying all members of the Council of its intent to terminate its membership; and WHEREAS, such notice shall consist of a certified copy of the resolution of withdrawal of the governing body of the member; and WHEREAS, the notice shall be deposited in the U.S. Mail, postage prepaid, and addressed to the delegate of each of the other members, not later than January 1 of the fiscal year for which the member's withdrawal is to be effective; and WHEREAS, General Statute ~160A-474 states "any member government may withdraw from a regional council at the end of any fiscal year by giving at least 60 days' written notice to each of the other members"; and WHEREAS, the Cabarrus County Board of Commissioners intends to terminate its membership effective June 30, 2010; and NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of Commissioners hereby adopts this resolution declaring its intent to withdraw its membership from the Centralina Council of Governments, effective June 30, 2010: BE IT FURTHER RESOLVED, that a copy of this resolution be recorded in the official meeting minutes of the Board of Commissioners and a copy be mailed to Centralina Council of Governments and all other members within.
