Koch, County Attorney, recommended the request be placed on <br />the New Business agenda for a public hearing to allow him time to research <br />the matter further. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to place the Hotel Occupancy Tax <br />Increase on the January 22, 2008 Agenda as a New Business item and scheduled <br />a public hearing for 6:30 p.m. <br />Ards Position to be Shared <br />or xelatea <br />Sheriff Brad Riley requested a full-time clerical records position that <br />would be shared between the Sheriff's Office and the Juvenile Crime <br />Prevention Council (JCPC). He explained that Carolyn Carpenter, JCPC Chair, <br />requested clerical assistance and has approved JCPC funding for a part-time <br />records clerk but lacks the office space and administrative oversight for the <br />position. He said the Sheriff's Office has a need for a records clerk that <br />was not funded in the 2008 budget and is willing to share the position with <br />the JCPC. He also pointed out the JCPC has approved funding which will end <br />June 30, 2008 and will aggressively seek continual funding of this position <br />each year. However, if the JCPC funding is not awarded by the state after <br />2008, he asked for the County to fund the position in full. The Sheriff also <br />responded to questions from the Board related to the salary. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the request for a clerical <br />records position to be shared with the Juvenile Crime Prevention Council <br />(JCPC) and adoption of related budget amendment on the January 22, 2008 <br />Agenda as a Consent item. <br />On a separate note, the Sheriff responded to questions from the Board <br />related to when the Department will begin to use the Annex; continuation of <br />utilization of beds in North Hampton; vacant positions; training; etc. <br />Sheriff's Department - Pre-Application for the Gang Violence Prevention Grant <br />- $197,781.00 <br />Captain Phil Patterson with the Sheriff's Department, presented <br />information on a pre-application for a Gang Violence Prevention Grant <br />totaling $197,781.00 for the Cabarrus County SHIELD program that is sponsored <br />through the Governor's Crime Commission. He said the program is a coalition <br />between three law enforcement agencies, two school systems and several <br />nonprofit organizations. If funded, he said the grant will include a study <br />by the University of North Carolina at Greensboro of gang-related issues in <br />Cabarrus County; provides funding to local nonprofits whose mission is to <br />increase the quality of life for emerging at-risk-youth; and will fund a <br />"Youth Referral Specialist" for one year. He said the grant may be renewed <br />for a second year, but the County would need to fund the position at the end <br />of the grant. He identified the salary for the specialist as $36,000.00. <br />Commissioner Privette MOVED to place the Pre-Application for the Gang <br />Violence Prevention Grant - $197,781.00 on the January 22, 2008 Agenda as a <br />Consent item. Vice Chairman Juba seconded the motion. <br />After Captain Patterson and Sheriff Riley responded to a variety of <br />questions from the Board, the MOTION unanimously carried. <br />ITS - Approval of Consulting and Service Contraot with Spatial Focue, Inc. <br />for Improvement in the. Quality of Existing Centerline, Addresses and <br />Implementation of a Master Address Repository - $200,000.00 <br />Debbie Brannan, ITS Director, reported in June, Spatial Focus, Inc. <br />performed an assessment of county addresses. Sara Yurman, with Spatial <br />Focus, Inc., presented information on a proposal consisting of two phases and <br />totaling $200,000.00. Benefits to the County were identified as follows: <br />improved public safety; improved efficiency of general government services; <br />ability to obtain information associated with an address from one source; and <br />better public service. Project components were identified as: collection <br />and quality review of all address data throughout the County; standardization <br />of address data for all departments; improvements to addressing processes; <br />implementation of Master Address Repository; creation of computerized tools <br />
