January 7, 2008 (Work Session) <br />Page 673 <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the approval of the <br />Standard Grant Award Contract and Conditions for the Criminal Justice <br />Partnership Program (CJPP) on the January 22, 2008 Agenda as a Consent item. <br />Resolution Authorizing Acceptance of Conveyance of Certain Real Property and <br />Expressing Appreciation to Canterfield, LLC <br />Richard M. Koch, County Attorney, presented a resolution accepting five <br />parcels of land (approximately 38 acres) adjacent to Pharr Mill Park that are <br />part of the Canterfield subdivision and runs along Rocky River. He said the <br />intention is to incorporate this land into a greenway and the deed has been <br />recorded. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the Resolution authorizing <br />acceptance of conveyance of certain real property and expressing appreciation <br />to Canterfield, LLC on the January 22, 2008 Agenda as a Consent item. <br />Channel 22 for Rowan County Commissioners Meetings - <br />Baxter <br />David Baxter, General Manager of Channel 22, reported the County <br />received a $25, 000.00 e-NC Capital grant award which may help to broadcast <br />the Rowan County Commissioners' meetings and would prefer to have Rowan's <br />meetings recorded on a DVD to avoid extensive labor costs for the department. <br />He also stated the County Attorney reviewed the Franchise Agreement and found <br />it to be in order. Finally, he reported a complete update will be provided <br />at a future meeting. <br />Courthouse Design Proiect - Update <br />John Day, County Manager, reported interviews are scheduled with the <br />four firms that responded to the RFQ (Request for Qualifications) for the <br />Courthouse project on January 8 and 9, 2008. <br />Blue Ribbon Committee - Update <br />John Day, County Manager; reported the Blue Ribbon Committee is meeting <br />regularly and making progress. <br />Mike Downs, Deputy County Manager, reported the Committee was divided <br />into the sub-groups (planning, site selection and programming and design) and <br />discussed an extensive list of items. He said the Committee plans to meet <br />this week, sub-groups will present their findings to the entire Committee and <br />recommendations to the Commissioners will be forthcoming. <br />Old Bethel Elementary School - Update <br />John Day, County Manager, reported there has been discussion on having <br />a joint meeting with the Midland Town Council to discuss how the two boards <br />might want to move forward on this project.
