January 7, 2008 (Work Session) Page 672 <br />Londe Strong, Parks Director, reported Ike's Construction, Inc. is the <br />low bidder for construction of the Camp Spencer Pool House (bath house) at a <br />cost of $264,028.00. She pointed out the parking lot and septic field are <br />not included in this phase and advised that $300,000.00 was budgeted for this <br />project. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the bid and contract award <br />to Ike's Construction, Inc. for construction of the Camp Spencer pool house <br />on the January 22, 2008 Agenda as a Consent item. <br />Transportation - Presentation of Transportation Related Issues <br />Mike Downs, Deputy County Manager, reported Randy Bass, the County's <br />Transportation Director, will provide an update to the Board on the <br />Transportation program (negatives and positives) on January'22, 2008. Due to <br />the successfulness of the marketing campaign, he said a waiting list for <br />services has been created. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Transportation <br />presentation on the January 22, 2008 Agenda as a New Business item. <br />Independent Contractor versus Employee Job Statue <br />Pam Dubois, Deputy County Manager, reported on the conversion of <br />independent contractors (vendors) to county employees in accordance with IRS <br />(Internal Revenue Service) regulations. She explained that independent <br />contractors, such as scorekeepers, officials, instructors/teachers, etc., <br />would be paid through payroll instead of accounts payable. By adding these <br />vendors to payroll, she said the County will need to add a new employee <br />classification called "Contracted Payroll" and establish a position for each <br />classification of employee in order to process payroll. She also reported <br />the additional cost to the County would include the Social Security match <br />(6.20 percent), Medicare (1.95 percent), and Insurance and Bonds (1.75 <br />percent). She pointed out these individuals will also be covered under the <br />County's worker's compensation policy which could result in additional cost <br />if a claim were filed. Further, she requested the assistance of a tax <br />attorney to review the reclassifications and to make a determination on <br />election workers and contracted attorneys. For informational purposes, she <br />distributed copies of Memorandum No. 1079 from the North Carolina State <br />Treasurer. <br />There was a general discussion on the supervision of these vendors, <br />volunteer fire departments and worker's compensation issues. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place the Independent Contractor <br />versus Employee Job Status item on the January 22, 2008 Agenda as a Consent <br />item. <br />Solid Waste - Approval of Engineering Services Contract Amendment for C&D <br />Landfill Expansion and Related Budget Amendment - $35,425.00 <br />Pam Dubois, Deputy County Manager, presented information related to <br />Contract Amendment No. 31 with Camp Dresser & McKee to access the current <br />regulatory environment and wetland mitigation requirements regarding the next <br />lateral expansion of the existing C&D (construction and demolition) landfill. <br />She also reported the fee is not to exceed $35,925.00. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the approval of the <br />engineering services contract amendment (No. 31) for the C&D landfill <br />expansion and a related budget amendment on the January 22, 2008 Agenda as a <br />Consent item. <br />Criminal Justice Partnership Program (CJPP) - Approval of Standard Grant <br />Award Contract & Conditions - $125,633.00 <br />Pam Dubois, Deputy County Manager, presented the Standard Grant Award <br />Contract and Conditions between N. C. Department of Corrections, Division of <br />Criminal Justice Partnership Program and Cabarrus County, totaling <br />$125,633.00. In order to receive the grant funding, she said the contract <br />must be approved by the Board and executed. She also reported the contract <br />with CARE (Carolina Addiction and Recovery Environment), the treatment <br />provider, has been executed. <br />
