He suggested developers pay whatever the current amount of <br />the voluntary mitigation payment is upon the issuance of a building permit no <br />matter when their project was approved. Finally, he commented on the <br />increased traffic and new commercial development on Poplar Tent Road. <br />Bryan Hovey, resident of 469 Winfield Blvd. S.E. in Concord, expressed <br />his support of the hotel occupancy tax for the Tourism Authority. He stated <br />small start-up businesses do not have the resources to advertise widely and <br />track the success of their advertising. He stated this is where the Cabarrus <br />County Convention and Visitor's Bureau should step in with resources to <br />produce mass advertising, track the success of that advertising, attend trade <br />shows and meet one-on-one with potential clients. He further stated he <br />serves on the Hospitality Industry Council which is chaired by the Cabarrus <br />County Convention and Visitor's Bureau. <br />(E) OLD BUSINESS <br />(E-1) Information Regarding Curbside Reaycling for Allied Waste Subscribers <br />Linda Ashendorf and Bob Formeck, with Allied Waste Services, were <br />present to report on issues related to the new recycling program. Ms. <br />Ashendorf reported on the number of surveys conducted in the past to gage <br />resident's interest in the recycling program; how the State has banned the <br />placement of aluminum cans and plastic bottles in landfills; new recycling <br />laws for restaurants and bars; the history of the fuel surcharge; the <br />omission of the recycling program's start date and cost on Allied <br />subscribers' September invoice; why the brochures were mailed after the <br />recycling bins were delivered; and the issuance of an apology letter to <br />Allied subscribers on January 23, 2008. <br />Mr. Formeck reported the recycling program has been in service for 19 <br />days and has generated approximately 116 tons of recyclable materials, He <br />stated in comparison to the City of Concord, County residents are generating <br />a higher percentage of recyclables and the program appears to be working <br />well. <br />Ms. Ashendorf also commented on the number of times Allied <br />representatives appeared before the Board to discuss the franchise agreement <br />and identified the issues that were addressed.
