<br />(F-3) Sheriff's Department - Pre-Application for the Gang Violence
<br />Prevention Grant - $197,781.00
<br />The Sheriff's Department, in conjunction with Cabarrus Safe
<br />Neighborhoods, has submitted a pre-application for a Gang Violence Prevention
<br />Grant. The attached memo details the purpose of the grant and funding
<br />requests. If approved and awarded, the grant, a new position, would be
<br />created titled Youth Service Specialist. This person would work with
<br />agencies and school resource officers to refer youth to the SHIELD program,
<br />which identifies youth subject to gang activities and substance abuse. It is
<br />the assumption of the grant that the County would continue the program after
<br />the grant ends.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board approved the pre-application for the Gang
<br />Violence Prevention Grant and upon successful award of the grant to the
<br />County, approved the addition of a new position in the Sheriff's Department
<br />and a budget amendment to transfer $15,682.00 of drug asset forfeiture
<br />sharing funds to the General Fund to cover the County's share of the match to
<br />the grant in the first year.
<br />(F-4) Social Services - Termination of Contract with The Millennium Group,
<br />Approval of Seven (7) New County Positions for Front Deak Staffing & Adoption
<br />of Related Budget Amendment - $24,642.00
<br />Currently, front desk and records maintenance staffing is a contracted
<br />service. Termination of the contract with The Millennium Group is
<br />recommended effective June 30, 2008 (providing 60-day notice of termination
<br />without cause) and returning to front desk staffed by County employees.
<br />Employ front desk supervisor effective March 28, 2008 and front desk line
<br />staff effective June 6, 2006 (total of seven full-time employees) to ensure
<br />ability to continue operations without impairing the agency's ability to
<br />operate effectively. The budget amendment transfering funds to cover the
<br />increase of $29,692.00 is needed for the remainder of FY 07-OB from DSS
<br />Medicaid Assistance.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board terminated the contract with The
<br />Millennium Group effective June 30, 2006 and approved seven new front desk
<br />positions (two - Administrative Assistant I; and five - Office Assistant IV)
<br />and adopted the following related budget amendment:

<br />PURPOSE OF REQUEST: Terminate contract with The Millennium Group and return
<br />to Front Desk staffed with County employees (Supervisor and six line staff).
<br />The County would then reassume management of the DSS front desk and client
<br />communications replacing contracted staff. Recommend obtaining the needed
<br />$29,692.00 difference/increase needed from the following Current FY line
<br />item: Medicaid Assistance (00195620-9459).
