January 22, 2008 (Regular Meeting) <br />Page 683 <br />The following bids were received for this project on December 20, 2007: <br />Ike's Construction, Inc. - $269,028.00 and G.W. Liles Construction Co., Inc. <br />- $269,900.00. $300,000.00 was budgeted for this project. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the bid and contract to Ike's <br />Construction, Inc. at a cost of $269,028.00 for the Camp Spencer Pool House <br />and authorized the County Manager to execute the Agreement on behalf of <br />Cabarrus County, subject to review by the County Attorney. <br />(F-8) Independent Contractor versus Employee Job Status <br />During 2007, there have been many discussions and presentations among <br />governmental entities in the area of status of independent contractors versus <br />employees. It has been determined that several independent contractors <br />retained by the County should actually be paid via payroll. The assistance <br />of a tax attorney is requested to review the status of certain classes of <br />contractors. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board authorized the addition of the new <br />employee job classifications and applicable positions and for the Finance and <br />Human Resources Departments to convert vendors previously paid via accounts <br />payable to payroll in order to comply with IRS (Internal Revenue Service) <br />regulations. <br />(F-9) Approval of Engineering Services Contract Amendment for C&D Landfill <br />Expansion and Related Hudget Amendment - $35,425.00 <br />This Contract Amendment No. 31 with Camp Dresser and McKee is for <br />Regulatory and Wetland Assessment for Expansion of the Construction and <br />Demolition (C&D) Landfill - specifically to meet with the Solid Waste Section <br />to get their interpretation of new rules, to clarify what additional <br />submittals need to be made subsequent to the previous application, analyze <br />airspace to determine remaining tonnage capacity/life expectancy of current <br />site, and address wetlands mitigation/permit application to determine <br />requirements to go forward with expansion. Service fees are not to exceed <br />$35,425.00. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved Contract Amendment No. 31 with <br />Camp Dresser and McKee and adopted the following related budget amendment: <br />BUDGET REVISION/AMENDMENT REQOEST <br />DEPARTMENT OF SOLID WASTE <br />AMOUNT: $35,925.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Engineering Services for Camp Dresser and McKee to <br />address the next construction and demolition landfill expansion. <br /> Present <br />Account No. Approved Budget Increase Decrease Revised Budget <br />27069610-9601 $169,000.00 $35,925.00 $204,925.00 <br />Fund Balance Appropriated <br />27099610-9606 $95,000.00 $35,925.00 $80,925.00 <br />Engineering <br />(F-10) Criminal Justice Partnership Program (CJPP) - Approval of Standard <br />Grant Award Contract fi Conditions - $125,633.00 <br />The grant application submitted to the North Carolina Department of <br />Correction for continued CJPP funding was approved for FY 2007-2008 for <br />$125,633.00. The Grant Award Contract must be signed prior to the County <br />receiving any funds. Carolina Addition and Recovery Environment (CARE) is <br />contracted to provide the treatment services for FY 2007-2008. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the standard grant award and <br />conditions between the North Carolina Department of Correction Criminal <br />Justice Partnership Program and Cabarrus County and authorized the County <br />Manager to execute the contract on behalf o£ the County. <br />(F-11) Adoption of Resolution Authorizing Acceptance of Conveyance of <br />Certain Real Propertyand Expressing Appreciation to Canterfield, LLC <br />
