February 4, 2008 (Work Session) <br />Page 703 <br />3 Year <br />Incentive $128,520.00 <br />3 Year Net <br />Revenue $22,680.00 <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Fly Right, Inc. Incentive <br />Grant request on the February 18, 2008 Agenda as a New Business item and <br />scheduled a public hearing for 6:30 p.m. <br />Tourism Authority - Budget Amendment (Hotel Oocupanay Increase - $105,044.00) <br />DeSales Wagster, Convention and Visitors Bureau (CVB) Director, <br />presented a budget amendment to appropriate $105,099.00 of additional revenue <br />generated by the new hotel/motel tax. She reported the funding would be used <br />to cover: administrative expenses; salaries; legal fees; advertising costs; <br />and the development of a welcome center; etc. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place the $105,099.00 budget <br />amendment for the Tourism Authority on the February 18, 2008 Agenda as a <br />Consent item. <br />At the request of Commissioner Carruth, Ms. Wagster addressed the lack <br />of sports facilities in Cabarrus County. <br />Master Plan for Future Government Complex - Cabarrus Avenue <br />Mike Downs, Deputy County Manager, asked for approval to proceed with a <br />master planning process for a new county complex located at the old <br />fairgrounds property on Cabarrus Avenue and presented the following <br />information: <br />Proposed Government Complex <br />Location - "Old" Fairgrounds Property - Cabarrus Avenue <br />1. This property has been on the market for approximately 5 years. <br />2. BOC approved additional property for the School Bus Garage. <br />3. One acre parcel under contract consideration. <br />9. Approximately 10 acres remain. <br />5. Central location in the county. <br />6. Site is accessible from Cabarrus Avenue, Union Cemetery Road and <br />Highway 601 South. <br />Potential Departments to be located on the property: <br />1. Board of Elections - current building is not sufficient in size or <br />design. Several alternative locations have been identified in the <br />downtown area but for various reasons have proved to not meet the <br />needs of the Board of Elections. BOC has approved $1.6 million for <br />the construction/upfit of a new location. <br />2. Emergency Medical Services - currently the administrative offices <br />are located within Station #1 on Willowbrook Drive. There are also <br />three crews/ambulances working out of this location. Administrative <br />space is limited. Even more so with the addition of the ambulance <br />billing staff. EMS training areas are currently located in a <br />separate location (Transportation Office). <br />3. Parks Administration - currently located on Lake Concord Road <br />(shares building with Guardian Ad Litem). The current space is <br />adequate in size however the design of the building does not lend <br />itself to daily activities of the department. The Building is not <br />compliant with ADA Accessibility standards. The property is <br />currently owned by Cabarrus County. Adjacent owners are interested <br />in purchasing the current site/building. Proceeds from the sale can <br />be used to help fund the new complex. Current tax records value the <br />property at $518,850.00. Sale of this property will allow it to <br />become taxable commercial property. <br />4. Transportation - currently located in leased space in the Branchview <br />Plaza Shopping Center on Branchview Drive. They currently share <br />their space with the Legal Department and EMS and Emergency <br />Management's training rooms. The space is adequate in size but <br />again is leased. Currently the associated 25 vans owned by the <br />county are parked in the shopping center parking lot when not in <br />use. Several incidents of vandalism to these vehicles have proved <br />not only to be expensive but also require these vehicles to be <br />
