February 4, 2008 (Work Session) Page 705 <br />Social Services - Budget Amendment (Appropriation of Additional Crisis <br />Intervention Program Funds - $196,566.00) <br />Sandy Russell, DSS Deputy Director, presented a budget amendment for <br />appropriation of additional Crisis Intervention Program (CIP) funds in the <br />amount of $199,569.00.. She reported the funds are allocated for the CIP to <br />provide assistance to low-income families who experience a heating-related <br />crisis. <br />Vice Chairman Juba MOVED to place the budget amendment (Appropriation <br />of Additional Crisis Intervention Program funds - $199,569.00) on the <br />February 18, 2008 Agenda as a Consent item. Commissioner Privette seconded <br />the motion. <br />After Ms. Russell responded to questions from the Board, the MOTION <br />unanimously carried. <br />Finance - Approval of Renewal Contract with Carolinas Medical Center - <br />Northeast Child Advocacy Center for Child Mediaal Exams <br />Sandy Russell, DSS Deputy Director, presented a renewal contract with <br />Carolinas Medical Center Northeast Child Advocacy Center for child medical <br />exams. She stated this contract will allow the department to purchase 160 <br />child medical exams. <br />Vice Chairman Juba spoke in support of the facility. <br />Ms. Russell responded to questions from the Board regarding the <br />difference in the doctors at the Health Alliance and at Carolinas Medical <br />Center Northeast and the terms of the contract. <br />UPON MOTION of .Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the $120,000.00 contract <br />between Cabarrus County Department of Social Services and Carolinas Medical <br />Center - Northeast Child Advocacy Center for FY 2008 on the February 18, 2008 <br />Agenda as a Consent item. <br />Finance - Budget Amendment (Interest Payment on Certifiaatea of Participation <br />(COPS) 2008A - $593,296.00) <br />Pam Dubois, Deputy County Manager, presented a budget amendment for the <br />interest payment on Certificates of Participation (COPS) 2006A series <br />totaling $593,296.00. She stated this interest payment was not anticipated <br />until next fiscal year and postponing the payment would cost the County <br />additional funds. She also responded to questions from the Board regarding <br />the availability of funds. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the budget amendment <br />(Interest Payment on Certificates of Participation (COPS) 2008A - <br />$593,296.00) on the February 18, 2008 Agenda as a Consent item. <br />John Day, County Manager, commented on the reduction of bond insurers' <br />ratings due to the sub-prime mortgage crisis and its effect on local <br />governments. <br />Finanae - Budget Amendment (Transfer 911 Landline Faee Fund Balance to <br />General Fund - $1,779,119.00) <br />Pam Dubois, Deputy County Manager, presented a budget amendment for the <br />transfer of 911 Landline Fees (fund balance) to the General Fund for <br />$1,779,119.00. She reported Session Law 2007-383 was signed August 19, 2007 <br />and states that any of the fund balance that counties have for their landline <br />monies and their 911. fees must be transferred to the General Fund as of <br />December 31, 2007 and that the County has the discretion to use that money <br />for any lawful purpose. She requested the money be transferred to the <br />Capital Projects fund for emergency communication equipment projects and <br />radio replacements which were stripped out of the budget for the next three <br />years. <br />Commissioner Privette MOVED to place the budget amendment (Transfer of <br />911 Landline Fees (Fund Balance) to the General Fund - $1,779,119.00) on the <br />February 18, 2008 Agenda as a Consent item. Commissioner Carruth seconded <br />the motion. <br />
