March 8, 2008 (Board Retreat) Page 734 <br />Goal 3: Years 3 - 5 <br />Value Specific Outcome <br />$62 *A consolidated 911 communications center opens, replacing the <br /> three that currently exist, reducing coat. (Note: Move to Year <br /> 2.) <br />$35 *Determine whether there is a monetary benefit in combining all <br /> waste and recyclablea collection in the county under one <br /> consolidated contract. <br />$6.50 Increase the ability of all 911 communications to perform more <br /> efficiently and consistently. <br />$30 Coordinate fire districts through consolidation and expansion. <br />$20 Open at least 3 parks or greenways in partnership with the Cities. <br />$27 Commence fund-raising efforts for the Concord High School project <br /> toward reduhing a quantifiable goal. Work with the school <br /> superintendent to plan the educational function of the. school and <br /> public uses as well. <br />Goal 4: Years 3 - 5 <br />Value Specific Outcome <br />$14 Create an effective distribution system for the quarterly <br /> newsletters, ie restaurants, convenience stores, county offices. <br />$15 Identify ways and relay how students can assist. <br />$23 Evaluate the effectiveness of years 1 and 2. Identify goal <br /> accomplishments and deficiencies. Revise the committee's course of <br /> action to fit the current and future need of the Latino <br /> population. The committee should approach the BOC with any <br /> recommendations and requests for funding of identified needs. <br />$0.50 Countywide survey to analyze the effectiveness lacking of the <br /> methods used to inform the public. Opportunity to find areas <br /> where knowledge is lacking. <br />PARKING LOT ITEMS - <br />Value Specific Outcome <br />$50 *A partnering program with bueinaeeea, civic and non-profit <br /> organizations provides information to employees, members, <br /> customers and patrons on issues facing the county and <br /> opportunities to participate in the civic process. <br />$50 *WOrk with the school system that each commissioner and various <br /> staff speak at the schools regarding public service and need for <br /> community involvement. <br />$42 *Provide information kiosks in critical places where the public <br /> gathers, such as the two shopping malls and other oommercial areas <br /> within the county that could be points of information for the <br /> citizenry. <br />Goal 5: Year 3 - 5 <br />Value Specific Community <br />$19 A healthcare cooperative is established and funded primarily by <br /> local service businesses to provide primary care to employees who <br /> are not provided paid health insurance. This would be a clinic <br /> similar to the county's employee wellness clinic. <br />$0.00 Also - could contract with existing healthcare resources such as <br /> Cabarrus Family Medicine, Cabarrus County Community Health Center, <br /> or the Community Free Clinic. <br />$50 *Uee new Community Needs Assessment to guide a collaborative <br /> community effort to meet healthcare deficiencies. Solutions might <br /> include the development of a cooperative clinic operated by a <br /> collectiveof employers. <br />PARKING LOT ITEM - ECONOMIC DEVELOPMENT <br />Value Specific Outcome <br />$70 *Ewnd an incubator center where retired business executives could <br /> offer their expertise in assisting small businesses in startup <br /> planning, crisis management, eta. This would be a reaourae for <br /> small businesses to advise them in economic downturns, marketing <br /> strategies, etc. <br />Break <br />At 10:07 a.m., the Board took a short break.
