March 8, 2008 (Board Retreat) Page 735 <br />The Board reviewed the Following list of items for inclusion on the <br />Legislative Agenda: <br />2008 Legislative Agenda <br />Include Remove Agenda Item <br /> Support H1790, which gives school boards authority to levy <br /> * taxes and assume all county responsibilities for school <br /> funding. <br /> Seek a local bill to enlarge the Board of County <br />* Commissioners to seven seats; five districts and two at- <br /> large, with voting at-large for all seats. <br /> Seek a local bill for a transportation tax (one-half percent <br /> sales tax); controlled by Board of Commissioners. Some <br />* portion of the proceeds would be used for roads, some portion <br /> for public transportation. The apportionment will be <br /> discussed with the legislative delegation. <br /> Seek new legislation to subject local government utilities to <br />* some sort of oversight and coordination. <br /> Seek new legislation requiring combined county, municipal and <br /> school comprehensive plans in each county. Plans should <br /> * include: utility extensions and capacity, limits of <br /> annexation areas, air and water quality, future school <br /> locations, etc. <br /> Seek continuation of funding of JCPC and CJPP by General <br />* Assembly. Funding for these programs is in jeopardy. <br /> Oppose S1180-No Monetary Exaction for Development. This bill <br />* is intended to prevent local governments from enacting <br /> adequate public facilities ordinances and impact fees. <br /> Seek new legislation to prohibit or place limits upon <br /> economic incentives provided to businesses by local <br /> governments. With no limitations, local governments bid <br /> * against one another, raising the costs for all. If a <br /> prohibition is not possible, then the playing field should be <br /> leveled. <br /> Increase the income limit on the Homestead Exemption from <br />* <br /> $25,000 to 535,000. <br /> Streamline the voter registration and reporting requirements <br />* placed on county departments of social services. <br />Lunch Break <br />Lunch was served at 11:25 a.m. Commissioner Mynatt left the meeting at <br />11:25 a.m. and returned at 11:57 a.m. Commissioner Carruth left the meeting <br />at 10:56 a.m. and returned at 11:52 a.m. <br />Adjourn <br />After lunch, the meeting adjourned at 12:15 p.m. <br />Clerk t t e Boar <br />
