Chairman White announced a meeting will be held in the Multipurpose Room at the Governmental Center on Thursday, March 13th at 3:30 p.m. to discuss the Adequate Public Facilities Ordinance (APFO) with Mark White, the drafter of the ordinance. Commissioners Carruth and Privette stated they had appointments prior to 3:30 p.m. on March 13th and may be late arriving. Chairman White asked Commissioners Carruth and Privette to send any questions or comments for Mark White, prior to the meeting. Jonathan Marshall, Commerce Director, advised that Richard Koch, County Attorney, and staff will be meeting with Mark White on the thirteenth. He said any items the Board would like prepared can be discussed with Mr. White in advance. Reservation of Capacity Certificate - Wellington Chase Subdivision Richard Koch, County Attorney, reported the Reservation of Capacity (ROC) Certificate for the Wellington Chase subdivision was originally postponed until April 2008. He said the ROC has been continued several times and in speaking with counsel for Wellington Chase, he was asked if the Board would consider placing the item on the March 29, 2008 Agenda as a New Business item. He reiterated that Mark White will be here March 13t" to address some of the issues relating to the Adequate Public Facilities Ordinance and the major issue of what happens when there is no capacity at the five-year level. UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and unanimously carried, the Board voted to place the Reservation of Capacity Certificate for the Wellington Chase Subdivision on the March 29, 2008 Agenda as a New Business, item. - Renovations to Lobbv, Reception, File Room - Award Mike Downs, Deputy County Manager, presented a request to award the contract for renovations to the lobby, reception and file areas of the Department of Social Services (DSS) to Ike's Construction. He stated Daymark Services is scheduled to vacate the building on April 1; plans are to combine the current DSS lobby with the Daymark lobby to accommodate a better flow of traffic, provide a safer environment and also help to abate existing fire codes that are in the current DSS lobby. He reported that Ike's Construction is the low bidder at $199,992.00 and requested the Board consider and award the bid to Ike's Construction. UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt and unanimously carried, the Board voted to place Human Services Center - Renovations to Lobby, Reception, File Room - Award Contract to Ike's construction Company - $194,942.00 on the March 24, 2008 Agenda as a Consent item. yenicle - ae~,i~u.v~~ Mike Downs, Deputy County Manager, presented a budget amendment totaling $93,129.00 to replace a Transportation vehicle that was wrecked during a recent winter storm. Due to high mileage, he reported the insurance company only issued $9,850.00 for the van, leaving a balance of $33,279.00. He requested the use of contingency funds to cover the balance. He further reported the Transportation Director's preference to purchase a LTD 10 van that will accommodate passengers and two wheel chairs at the same time. UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth and unanimously carried, the Board voted to place the budget amendment for the Transportation Department (Replacement of Wrecked Vehicle - $93,129.00) on the March 29, 2008 Agenda as a Consent item. NASCAR SPRINT CUP All-Star Challenge - Hudget Amendment - $20,000.00 Jonathan Marshall, Commerce Director, presented a request for the County to participate on the organizing committee to promote the events surrounding the All-Star race as it has in years past. He pointed out that promoting the event is a regional partnership. He also reported the NASCAR Pit Crew Challenge will be held on Thursday night instead of Wednesday night
