March 10, 2008 (Work Session) Page 743 <br />Mr. Day advised that the request is reasonable since it is unclear <br />whose regulations the subdivision will be developed under. <br />Chairman White announced a meeting will be held in the Multipurpose <br />Room at the Governmental Center on Thursday, March 13th at 3:30 p.m. to <br />discuss the Adequate Public Facilities Ordinance (APFO) with Mark White, the <br />drafter of the ordinance. Commissioners Carruth and Privette stated they had <br />appointments prior to 3:30 p.m. on March 13th and may be late arriving. <br />Chairman White asked Commissioners Carruth and Privette to send any questions <br />or comments for Mark White, prior to the meeting. <br />Jonathan Marshall, Commerce Director, advised that Richard Koch, County <br />Attorney, and staff will be meeting with Mark White on the thirteenth. He <br />said any items the Board would like prepared can be discussed with Mr. White <br />in advance. <br />Reservation of Capacity Certificate - Wellington Chase Subdivision <br />Richard Koch, County Attorney, reported the Reservation of Capacity <br />(ROC) Certificate for the Wellington Chase subdivision was originally <br />postponed until April 2008. He said the ROC has been continued several times <br />and in speaking with counsel for Wellington Chase, he was asked if the Board <br />would consider placing the item on the March 29, 2008 Agenda as a New <br />Business item. He reiterated that Mark White will be here March 13t" to <br />address some of the issues relating to the Adequate Public Facilities <br />Ordinance and the major issue of what happens when there is no capacity at <br />the five-year level. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for the Wellington Chase Subdivision on the March 29, 2008 Agenda <br />as a New Business, item. <br />- Renovations to Lobbv, Reception, File Room - Award <br />Mike Downs, Deputy County Manager, presented a request to award the <br />contract for renovations to the lobby, reception and file areas of the <br />Department of Social Services (DSS) to Ike's Construction. He stated Daymark <br />Services is scheduled to vacate the building on April 1; plans are to combine <br />the current DSS lobby with the Daymark lobby to accommodate a better flow of <br />traffic, provide a safer environment and also help to abate existing fire <br />codes that are in the current DSS lobby. He reported that Ike's Construction <br />is the low bidder at $199,992.00 and requested the Board consider and award <br />the bid to Ike's Construction. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place Human Services Center - <br />Renovations to Lobby, Reception, File Room - Award Contract to Ike's <br />construction Company - $194,942.00 on the March 24, 2008 Agenda as a Consent <br />item. <br />yenicle - ae~,i~u.v~~ <br />Mike Downs, Deputy County Manager, presented a budget amendment <br />totaling $93,129.00 to replace a Transportation vehicle that was wrecked <br />during a recent winter storm. Due to high mileage, he reported the insurance <br />company only issued $9,850.00 for the van, leaving a balance of $33,279.00. <br />He requested the use of contingency funds to cover the balance. He further <br />reported the Transportation Director's preference to purchase a LTD 10 van <br />that will accommodate passengers and two wheel chairs at the same time. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the budget amendment for <br />the Transportation Department (Replacement of Wrecked Vehicle - $93,129.00) <br />on the March 29, 2008 Agenda as a Consent item. <br />NASCAR SPRINT CUP All-Star Challenge - Hudget Amendment - $20,000.00 <br />Jonathan Marshall, Commerce Director, presented a request for the <br />County to participate on the organizing committee to promote the events <br />surrounding the All-Star race as it has in years past. He pointed out that <br />promoting the event is a regional partnership. He also reported the NASCAR <br />Pit Crew Challenge will be held on Thursday night instead of Wednesday night <br />
