The schools <br />impacted by the subdivision are W.M. Irvin Elementary School, <br />Concord Middle School and Concord High School. <br />The County's Capital Improvements Plan (CI P) includes <br />construction of an A.T. The Board approves or requests modification of the build out <br />schedule proposed by the applicant. <br />2. Mitigation of the pro-ratashare of the cost of planned <br />capacity, which equals $8,617.00 per single-family residential <br />lot, payable at Final Platting. <br />Ms. Morris responded to questions from the Board related to the change <br />in planned capacity as previously reported at the February work session. She <br />explained the change was due to redistricting of school seats. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth <br />with Chairman White, Vice Chairman Juba and Commissioners Carruth and <br />Privette voting for and Commissioner Mynatt abstaining, the Board voted to <br />place the Reservation of Capacity Certificate for the Burnt Mill subdivision <br />on the March 29, 2008 Agenda as a New Business item. <br />Since the Burnt Mill project falls within the moratorium area, Mr. <br />McCarty asked to have the one-year period start when the moratorium is over <br />so he would know which development rules to follow. <br />
