The meetings will be at 6 pm on <br />March 18th and 25th. Both forums will be held at Kannapolis <br />Public Works Operation Center at 1401 Bethpage Road. We hope that <br />you will be able to attend one of these meetings. <br />After the forums, the City will hire a private firm to conduct <br />surveys of all residents of the Fishertown Community. If 70 <br />percent agree to pay tap fees for the lines, then we annex the <br />community and provide the utility services. <br />If you have any questions in the interim, please feel free to <br />call X. <br />Sincerely yours, <br />Ms. Sifford responded to several questions from the Board. <br />Mike Downs, Deputy County Manager, reported the County asked Kannapolis <br />to investigate this project as part of the TIF process. He said Kannapolis <br />cannot find any grants to help pay for services and has two options: (1) <br />annex the community and provide the utilities or (2) leave the situation at <br />status quo. As an alternative, he said Kannapolis is asking the County to <br />participate in the funding or take the project on ourselves. <br />There was a general discussion on whether or not to participate in the <br />letter and the project itself. <br />Ms. Sifford pointed out that she has been approached by another <br />community with utility issues and whatever decision the Board reaches may set <br />a precedent. Further discussion was held. <br />By consensus, the Board of Commissioners agreed not to participate in <br />the aforementioned letter. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Fishertown Otilities <br />Plan on the March 24, 2008 Agenda as a New Business item. <br />Reservation o£ Ca acity Certificate - Burnt Mill Subdivision <br />Commissioner Mynatt made the following statements related to the <br />Reservation of Capacity Certificate for the Burnt Mill Subdivision: <br />• She recused herself from the vote at the October meeting that placed an <br />6-month moratorium in sub-area one, east of the City of Concord; <br />• She has disclosed at several public meetings that the Burnt Mill <br />subdivision is a small residential development on her personal property <br />located at the corner of Highway 73 East and Crestmont Road; <br />• Her property is inside the moratorium area; <br />• She has concerns about the approval process being used; <br />• As a Commissioner, she will continue to participate in discussions that <br />affect the County as a whole but will step down when her personal <br />project comes before the Board; <br />• Charles McLarty, the architect for the Burnt Mill subdivision, will be <br />speaking on her behalf; <br />• She will not participate in any votes related to her property. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />with Chairman White, Vice Chairman Juba and Commissioners Carruth and <br />Privette voting for and Commissioner Mynatt abstaining, the Board recused <br />Commissioner Mynatt from voting on the Reservation of Capacity Certificate <br />for the Burnt Mill subdivision. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to a Reservation of Capacity Certificate application for <br />Burnt Mill subdivision: <br />Burnt Mill Development, LLC, (1980 Highway 73 East, Concord, NC <br />28025) is requesting a reservation of capacity for Burnt Mill <br />Subdivision, which consists of 25 single-family residential lots <br />
