He said the <br />names of several nonprofits were mentioned at the meeting, but none have been <br />contacted yet. He also reported Midland's top priority in their strategic <br />plan is the preservation of the old Bethel school which would benefit all <br />citizens south of Highway 99. <br />Commissioner Carruth responded to questions from the Board related to <br />future meetings. He also commented on the submission of a second proposal by <br />a gentleman who is in the process of forming a nonprofit organization to <br />provide services to the mentally ill and developmentally disabled adults. In <br />this proposal, Commissioner Carruth said the 5700 building would be used to <br />house these services. Meanwhile, he said discussions are ongoing. <br />Animal Protection 6 Preservation Advisory Committee - Pet Awareness Month <br />Commissioner Carruth presented the following information related to <br />weekly activities in May, sponsored by the Animal Protection & Preservation <br />Advisory Committee, as "Pet Awareness Month": (1) recognize "Franta", the <br />County's first retiring bomb detection service dog; (2) encourage responsible <br />pet ownership; (3) draw attention to animal cruelty and neglect; (9) spay- <br />neuter programs; etc. He asked that a resolution declaring May 2008 as Pet <br />Awareness Month be adopted and the County's first service dog be recognized <br />on his retirement from the K-9 Unit. <br />There was a general consensus among the Board to recognize Franta on <br />his retirement from the K-9 Unit on the May 19, 2008 Agenda as a Recognitions <br />and Presentations item. Note: the resolution declaring May 2008 as Pet <br />Awareness Month was placed on the April 21, 2008 agenda as a Consent item. <br />Scheduling of a Pre-Budget Meeting <br />Chairman White suggested the Board meet to review the preliminary FY <br />08-09 budget in order to be prepared for the May budget meetings. After <br />checking their calendars, the Board agreed to meet on Thursday, April 29, <br />2008 at 10:30 a.m. in the Multipurpose Room. <br />Central Area Land Use Plan <br />Commissioner Mynatt stated the general public is unaware of <br />opportunities for the public to attend the Central Area Land Use planning <br />meetings at the Arena. She asked everyone to help spread the word. It was <br />noted that information was mailed to affected property owners. <br />Monroe Gas Pipeline - Update <br />Based on recent newspaper articles, Richard Koch, County Attorney, <br />reported the City of Monroe is rerouting its natural gas pipeline; thereby <br />eliminating the potential for litigation between Midland and the County. He <br />said research is ongoing for a declaratory judgment (public use, public <br />benefit) and commented on a lack of standing.
