Mitigation of the pro-rata share of the cost of planned <br />capacity, which equals $9,153.00 per multi-family residential <br />unit, payable prior to the issuance of building permitting. <br />In response to questions from the Board, Richard Koch, County Attorney, <br />addressed the following issues related to the enforcement, monitoring, and <br />application of the Voluntary Mitigation payment for a senior living apartment <br />complex. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for the Villas at Forest Park Apartment Project on the April 21, <br />2008 Agenda as a New Business item. <br />Update on Broadcasting Rowan County Commissioners' Hastings Possible on <br />Cabarrus County's Channel 22 <br />David Baxter, General Manager of Channel 22, updated the Board on the <br />possibility of broadcasting Rowan County Commissioners' meetings on Cabarrus <br />County's Channel 22. He identified the following impediments to broadcasting <br />the meetings: incompatible formatting methods (MPG vs. MP2); lack of <br />capacity on Cabarrus County's existing equipment; and high amounts of man <br />hours spent on file conversion. He reported Cabarrus County has ordered new <br />equipment and Channel 22 could broadcast Rowan's meetings by early June. He <br />suggested Rowan's meetings be broadcast once on Saturdays at 7 p.m.; and for <br />Rowan to promote the broadcasts. <br />Commissioner Carruth commended Mr. Baxter for his efforts and addressed <br />the following issues: Rowan's meetings have not been televised because of <br />technical difficulties; the Cabarrus County Board of Commissioners are in <br />favor of televising the Rowan County Commissioner's meetings on Channel 22; <br />and rumors spread by a political candidate in Rowan County. <br />Several Board members expressed a desire to help Rowan televise their <br />meetings, but not at the expense of jeopardizing the County's system; and the <br />need to have the data in the same format in order to produce a quality <br />product. <br />John Day, County Manager, stated the need to discuss the broader <br />implications of televising Rowan's meetings in the future. <br />Update - Old Bethel 9phool Project <br />Commissioner Carruth reported on the outcome of a recent meeting <br />concerning the old Bethel School project: the Town of Midland does not <br />intend to have office space in the building - the project is designed to be a <br />county service center; Midland does not want to be involved in the <br />redevelopment or rehabilitation of the property; Midland is in favor of <br />forming a nonprofit group or using an existing nonprofit to manage the <br />fundraising efforts as identified in the County's proposal and to use the <br />seed money for roof repairs; and if the nonprofit did not meet the <br />
